PRESENT: Tom Otto, Adam Bellcorelli, Jim Michelson, Vicky Redlin, Jay Stengel, Ben Rennert,
Emily Dieringer, Rob Way
STAFF: Assistant Planner Alexa Naudziunas, Steve Gohde Public Works
1. Call to Order
Mr. Bellcorelli called the meeting to order at 4:00 p.m.
2. Approval of January 19, 2016 Meeting Minutes
Mr. Otto moved to approve January 19, 2017 meeting minutes and Ms. Redlin seconded
the motion. Motion carried unanimously.
3. Sidewalk Recommendations – Action Item - North Koeller Avenue (Robin Avenue to
Oshkosh Avenue) and Waukau Avenue (Near Bellfield Drive)
Mr. Gohde gave a brief overview of the proposed sidewalk projects. The committee
determined that there may be a few other sidewalk projects that would be a higher
priority than the Waukau Avenue project. Ms. Redlin made a motion to recommend the
North Koeller Avenue sidewalk project and Mr. Rennert seconded the motion. The
motion carried unanimously. Ms. Naudziunas requested that before the next meeting
any other project idea should be sent to her so that they can be added to the agenda.
4. Potential Improvement Projects – Action Item – Prioritize Projects
The committee reviewed the proposed list of projects that Mr. Michelson compiled. The
committee discussed each project and agreed to support pursuing the projects. Ms.
Naudziunas agreed to meet with staff to create recommendations for each project.
5. Route Prioritizations 2017 – Discussion
Ms. Naudziunas explained that it was time to begin prioritizing routes for the 2017
implementation season. Ms. Naudziunas presented on a few routes including: West
New York Avenue, Algoma Boulevard, Elmwood Avenue and Oakwood Road. The
committee agreed to finalize this at the next meeting.
6. Bicycle and Pedestrian Circulation Plan Update
Rob Way from the Winnebago County Parks Department and Emily Dieringer from the
Winnebago County Health Department gave a brief over view of the Winnebago County
Bicycle and Pedestrian Plan. The plan identifies key routes throughout the county that are
most appropriate for bicycle and pedestrian travel, including connecting to existing plans in
Oshkosh, the Fox Cities and neighboring communities. The committee agreed that during
the City of Oshkosh Bicycle and Pedestrian Circulation Plan update, they will incorporate
recommendations found in the county plan.
7. Agenda Items for the Future Meeting(s)
The committee expressed an interest keeping the Bicycle and Pedestrian Circulation Plan
on the agenda and the committee requested an update on the Riverwalk progress.
8. Adjournment
Ms. Redlin moved to adjourn the meeting and Mr. Stengel seconded the motion. Motion
carried unanimously at 5:21 p.m.
