HomeMy WebLinkAbout27. 17-89 FEBRUARY 28, 2017 17-89 RESOLUTION (CARRIED____7-0__ LOST_______ LAID OVER_______ WITHDRAWN_______) AS AMENDED PURPOSE: APPROVE INSTALLATION OF NEW SIDEWALK ON NORTH KOELLER STREET FROM LOMBARD AVENUE SOUTH TO EXISTING SIDEWALK & BEECH STREET FROM VIOLA AVENUE TO STILLWELL AVENUE INITIATED BY: DEPARTMENT OF PUBLIC WORKS BE IT RESOLVED by the Common Council of the City of Oshkosh as follows: That sidewalks and handicap ramps be constructed according to the established grade pursuant to Section 66.0907 of the Wisconsin Statutes, and the ordinances of the City of Oshkosh on the following locations: East side of North Koeller Street from Lombard Avenue to 200’ north of West Pointe Drive West side of Beech Street from 25’ north of Viola Avenue to 60’ south of Stillwell Avenue City of Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Steven M. Gohde, Assistant Director of Public Works 50'9 DATE: February 23, 2017 RE: Approve Installation of New Sidewalk: North Koeller Street from Lombard Avenue south to existing sidewalk Beech Street from Viola Avenue to Stillwell Avenue BACKGROUND Per State Statutes, the Common Council is required to pass a resolution which approves the locations desired for the installation of new public sidewalk. The past emphasis for those installations has been curb/gutter streets which are designated as arterials or collectors because of higher vehicular traffic volumes. ANALYSIS The 2017 program is proposed to install sidewalk and handicap ramps on the east side of North Koeller Street from Lombard Avenue to 200' north of West Pointe Drive, and the west side of Beech Street from 25' north of Viola Avenue to 60' south of Stillwell Avenue. These section will complete the sidewalk installation in these blocks, improving pedestrian access. The Bicycle and Pedestrian Advisory Committee reviewed these locations and recommended the installation. A letter has been sent to abutting property owners explaining the project and notifying them Common Council action will occur on February 28, 2017. FISCAL IMPACT Funding is included in the 2016 Capital Improvement Program. Property owners are charged for 100% of the sidewalk construction expense abutting their land and the City pays for handicap ramp installations at intersections. RECOMMENDATIONS I recommend approval of the resolution. Approved: Mark A.
