MEMORANDUM
TO: Honorable Mayor and Members of the Common Council
FROM: Steven M. Gohde, Assistant Director of Public Works 50'9
DATE: February 23, 2017
RE: Approve Installation of New Sidewalk:
North Koeller Street from Lombard Avenue south to existing sidewalk
Beech Street from Viola Avenue to Stillwell Avenue
BACKGROUND
Per State Statutes, the Common Council is required to pass a resolution which approves the locations
desired for the installation of new public sidewalk. The past emphasis for those installations has been
curb/gutter streets which are designated as arterials or collectors because of higher vehicular traffic
volumes.
ANALYSIS
The 2017 program is proposed to install sidewalk and handicap ramps on the east side of North Koeller
Street from Lombard Avenue to 200' north of West Pointe Drive, and the west side of Beech Street from 25'
north of Viola Avenue to 60' south of Stillwell Avenue. These section will complete the sidewalk
installation in these blocks, improving pedestrian access. The Bicycle and Pedestrian Advisory Committee
reviewed these locations and recommended the installation. A letter has been sent to abutting property
owners explaining the project and notifying them Common Council action will occur on February 28, 2017.
FISCAL IMPACT
Funding is included in the 2016 Capital Improvement Program. Property owners are charged for 100% of
the sidewalk construction expense abutting their land and the City pays for handicap ramp installations at
intersections.
RECOMMENDATIONS
I recommend approval of the resolution.
