PURPOSE: AWARD BID TO BYCO INC. FOR FLOORING REPLACEMENT FOR
THE OSHKOSH PUBLIC LIBRARY ($26,965.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for flooring
replacement for the Oshkosh Public Library; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:
BYCO INC.

Total Bid: $26,965.00
WHEREAS, this bid meets the minimum specifications and staff has reviewed the bid
and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement or purchase orders for the
purpose of same, all according to specifications and bid on file. Money for this purpose is
hereby appropriated from:

RE: Award Bid to BYCO Inc. for Flooring Replacement for the Oshkosh Public Library
($26,965.00)
BACKGROUND
The 2017 CIP allocated $38,000 for flooring replacement for the Oshkosh Public Library. This project
will replace approximately 4,200 square feet of vinyl composition tile (VCT) flooring that was installed
as part of the 1992-1994 library renovation project. Many of the current VCT areas are cracking and/or
peeling due to building movement and heavy traffic. The bid specifications called for the installation
of lower maintenance vinyl flooring that can withstand subtle building movement.
ANALYSIS
Working with Library staff, Purchasing prepared bid specifications for this project. The bid was
advertised in the local newspaper and posted on Onvia DemandStar. A mandatory pre-bid for the
project was held on January 31, 2017. Bids were due February 10, 2017. The bid tab is attached. Based
on the bid review, it was the consensus of City staff that the low bid met all the minimum bid
requirements.
FISCAL IMPACT
The total fiscal impact of this bid is $26,965.00. The 2017 CIP allocated $38,000 for this project. This
project will be charged to A/N# 323-1060-7214-06714.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to BYCO Inc. for $26,965.00.
