PURPOSE: AWARD BID TO JKS OF WISCONSIN, INC. D/B/A SERVICEMASTER
BUILDING MAINTENANCE FOR CLEANING SERVICES FOR GO
TRANSIT 2017-2019 ($77,040.00)
INITIATED BY: PURCHASING
WHEREAS, the City of Oshkosh has heretofore advertised for bids for cleaning services
for GO Transit; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid: $77,040.00
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to JKS of Wisconsin, Inc. d/b/a ServiceMaster Building Maintenance for
Cleaning Services for GO Transit 2017-2019 ($77,040)
BACKGROUND
The Transportation Department currently utilizes a custodial contractor to clean areas within the
department building at 926 Dempsey Trail, the downtown transit center (DTC) and the buses. These
areas include the lobby, offices, corridors, restrooms and breakroom at the department building, the
warming shelters and restrooms at the DTC and the interior of the fixed route buses. The previous
contract was for 3 years and expires on March 31, 2017. The awarded bidder would begin providing
cleaning services on April 1, 2017 for a three year period (2017-2019).
ANALYSIS
Working with the Transportation Division, Purchasing reviewed and prepared bid specifications
seeking contractors for this service. Bids were sent to area cleaning contractors, posted in the local
newspaper, and posted online on the State of Wisconsin's Vendornet. Bids were received on February
17, 2017. Purchasing and Transportation Division staff reviewed the three bids received. The bid tab is
attached. It was concluded that the low bid from ServiceMaster Building Maintenance's bid met the
minimum specifications.
FISCAL IMPACT
The annual fiscal impact of this bid is $25,680. The Transit Utility budgeted sufficient funding for this
service in the contractual services account (511-1728-6401-00000) of their 2017 operating budget. The
total three year fiscal impact is $77,040.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to ServiceMaster Building Maintenance,
2522 Fish Hatchery Rd, Madison, WI 53713.
