Meeting minutes from 1/10/17 were accepted. 1st: Dan Becker 2nd: Gary Ross A request for a recommendation on the Jackson/Oregon Street bridge Jim Collins Jim Collins stated the bridge was constructed in 1956 and currently is safe for travel but a number of issued that need to be addressed have been identified. Steve Ghode, Assistant Director of the Public Works Department, explained each of the options. He said each of the options are bare bones, any extras would be at the City“s expense, He told the Board that Beckett“s would prefer to maintain the Jackson Street entrance to their parking lot. There was discussion which included the River Walk, navigation clearance, and the loss of tax revenue if it was necessary to remove the Chamber Building. The consensus was Alternative C1 was the first choice option and Alternative F second. 1st: Dan Becker 2nd: Dan Sceiszinski Carried: 6 – 0 Committee Name: Traffic Review Advisory Board Date: 2/14/17 Location: City Hall 2 A request for no parking on Harbor Bay Road, east side, from Driftwood Lane to Keenville Lane (Current Condition: No parking restriction) Jim Collins Ben Goyke Cathy Goyke Lynn Hawley Jim Collins told that this was a request from a citizen who lives on Harbor Bay Road and claims it is difficult to get in and out of his driveway when there are cars parked on the 20“ wide street. Jim Collins said the street met the warrant for restricting parking on one side of the street but it is not heavily traveled. He said this is more of a neighborhood concern, but he brought it before the Board because it met the warrants. Ben Goyke, of 3388 Harbor Bay Road, said a short time ago his wife hit a parked pickup truck while backing out of their driveway. He said with a Honda Civic parked with the snow, there was not quit 15“ of road left for traffic. He went on to say there are no sidewalks so pedestrians have to walk in the middle of the street around the parked vehicles. He said there is a nice subdivision here with some high density housing so there is little wonder why the parked cars caused my wife“s accident, He stated he researched traffic laws and found Section 27-7 of the Municipal Code incorporates Wisconsin state traffic laws. He said Wisconsin Statute 346,51 is titled ’Stopping. standing. parking outside of businesses or residential districts. He said it goes on to state that an unobstructed width of at least 15“ upon the roadway of such thorough fare must be left opposite of such standing vehicle for the free passage of other vehicles. He agreed that restricting parking on the east side of the street with the mailboxes makes the most sense. Cathy Goyke, of 3388 Harbor Bay Road, said the road is very narrow and there should only be parking on one side. She said Ben gave the facts and she agrees with him. Lynn Hawley, of 3343 Harbor Bay Road, said she moved to Harbor Bay Road in 2001, when her daughter was a teenager. She explained her daughter“s friends used to park their vehicles on the street without any problems and in a couple years she grew up and moved away. She told she now walks her dogs on the road at least 5 days a week, sometimes Committee Name: Traffic Review Advisory Board Date: 2/14/17 Location: City Hall 3 A request for no parking on Harbor Bay Road, east side, from Driftwood Lane to Keenville Lane (Current Condition: No parking restriction) Continued Lynn Hawley Patricia Braasch Chad Huisman Richard Hawley twice a day, at all different times of the day. She said she has a 5 year old granddaughter that walks with her or rides her bike on the road. She told she also walks on MacArthur, Birch, Cozy Lane, Shadow, Ridge, Miller and Keenville. She stated these roads have no parking restrictions and are about the same width. She says she has never been fearful of being hit. She explained over the years she has lived here neighbors have had friends visiting and family events but all have been respectful. She hopes the decision affecting all 10 residents on this street is not made because of one household. Patricia Braasch, of 3300 Harbor Bay Road, said she has lived there since 1965 and gets along with her neighbors. She told she spoke with Cathy & Benny Goyke and what they did not mention here was when Cathy backed out of the driveway, the truck she hit was parked on the west side of the street. She asked if parking is removed from the east side and put it on the west side, what is accomplished. She explained that she asked Cathy if they talked to their neighbor, Chad Huisman, about where the kids are parking their trucks. She also spoke with Chad and Tonya Huisman regarding the matter and they were receptive, so she believes it will be addressed. She said in her opinion these neighbors should talk and work this out themselves, it is not necessary to install signs. She hopes this request is denied. Chad Huisman, of 3366 Harbor Bay Road, said he agrees with everything Pat Braasch has said. He said he thinks parking should remain as is on Harbor Bay Road. Richard Hawley, of 3343 Harbor Bay Road, said there is a fire hydrant in the ditch on the west side which would further reduce parking in the area. He said we all need to get along, and if a problem arises contact the neighbors and address it amongst us and take care of it. Ben stated that you have to have 15“ of clearance for a passing car and with parking on both sides there is only inches of clearance. He went on to say that in the wintertime the traffic is far more with the fisherman coming off Driftwood. Update on former Buckstaff property Jim Collins Jim Collins said the developer is in the process of getting bids from engineering firms to do a traffic impact analysis. He explained the analysis would look at the impact on traffic in the surrounding neighborhoods using state DOT standards. He said warrants for traffic lights on 11th Avenue and Main Street would be examined as well as the timing of the lights on South Park Avenue and Main Street. He told the developer would pay the upfront infrastructure costs and would be reimbursed through a TIF.
