HomeMy WebLinkAboutClosed SessionI MOVE THAT FOLLOWING THE ADJOURNMENT OF THIS MEETING, THE COUNCIL CONVENE INTO CLOSED SESSION THE COUNCIL MAY CONVENE INTO CLOSED SESSION TO DISCUSS BARGAINING OPTIONS, STRATEGY, PARAMETERS AND TERMS RELATED TO THE NEGOTIATION OF AN AGREEMENT FOR THE SALE OF 1212 S. MAIN STREET (THE FORMER BUCKSTAFF PROPERTY) PURSUANT TO SECTION 19.85(1)(E) OF THE WISCONSIN STATE STATUTES WHERE COMPETITIVE BARGAINING REASONS REQUIRE A CLOSED SESSION TO: Honorable Mayor and Members of the Common Council FROM: Mark Rohloff, City Manager DATE: February 10, 2017 RE: Closed Session on Development Agreement for Arena Project Staff is working on the appropriate documents necessary to keep the arena project for the Bucks D -League team on schedule. Staff may need a closed session on Tuesday evening to discuss terms of the development agreement. Our goal is to have the lease agreement approved by the Council at the February 14 meeting; that approval is subject to confirming that all of the terms and conditions are satisfactory before we sign a lease agreement. Because of the team's goal to start construction by February 20, we are under tight time constraints. Meanwhile, we are working on the development agreement that will set the terms and conditions of the property transfer, clarify the developer's role in funding the upfront costs of public improvements and the terms of repayment through a proposed "PayGo" TIF. While we hope to have terms to share with the Council for their consideration, we may not have all this information ready for closed session on February 14. If the closed session does not take place, we will likely request that Council hold a special session (which may or may not include a closed session) to approve a development agreement prior to the plan groundbreaking on February 20. The situation continues to be fluid in order for us to accommodate the D -League team's aggressive construction schedule. Should anything change between now and Tuesday's meeting, staff will keep Council apprised accordingly.
