Buckstaff Demolition
Buckstaff demolition continues to proceed. The private contractor is demolishing the northern
buildings and City crews are preparing the southern part of the site for the first phase of
redevelopment, on or before February 20, 2017. The City has rented equipment totaling $12,900
to date.
The balance of the Buckstaff demolition in the northern part of the site will continue by the
private contractor. The private contractor anticipates demolishing the remaining buildings by
April, 2017. City crews will also remove the foundations of the remaining northern buildings
later this spring.
Public Improvements
The 2017 Oshkosh Capital Improvement Program does not contain any of the possible Public
Improvements that may be needed for the Buckstaff Redevelopment/Arena project. Staff has
identified the following possible Public Improvements for the Buckstaff Redevelopment/Arena
and estimated the cost:
• Main Street Sidewalk and streetlights —11th Ave. to South Park $130,000
• Improve Traffic Signals at South Park/South Main $125,000
• Install Traffic Signals at 11th/South Main $125,000
• Reconstruct South Park east of Main Street to railroad r/w. $1,378,000
• Reconstruct 11th Ave east of Main Street to railroad r/w. $773,000
• Reconstruct 12th Ave. west of Main Street to Nebraska. $789,000

No design has been started for the public improvements. Design could start later this spring
with bidding and construction in the summer of 2017.
Staff submitted a WEDC Grant application for $250,000 of the planned public improvements
along Main Street — sidewalk, street lights and traffic signal improvements. Lastly, the 111h Ave,
South Park and 12th Ave. projects could include assessments to adjoining property owners.
Tax Increment Finance Plan
Staff continues to work on a Pay -go - Tax Increment Finance Plan which will be needed to
reimburse the developer for the public improvements the developer finances up front. The
improvements that are needed for the redevelopment of the Buckstaff/Arena site.
In addition to the public improvement costs, the Arena designer/builder has identified some
extraordinary private development costs for the site, due to the condition of the soils and fill
material on the site:
• $825,000 Remediation — Required by Wisconsin Department of Natural Resources,
including soil removal and land filling and/or encapsulating contaminates.
• $760,000 Geo pier installation — necessary to support the Arena structure weight due to
the poor soils; and Geo grid installation — necessary to support concrete and asphalt
surfaces on the site due to the poor soils.
• $234,000 Stormwater management measures — necessary due to the high groundwater
levels.
The above referenced extraordinary private development costs are estimated to be $1,819,000
and have been added to the TIF #31 Plan, similar to other TIF plans such as the Marion Road
and the Best Western Premier Hotel projects. Ehlers and Associates has drafted the TIF Plan for
the project. Plan Commission reviewed and approved of the TIF #31 Plan.
Timeline
Since the decision to locate the Bucks Developmental League Team in Oshkosh has been
announced, we can establish a final timeline based on an Arena construction start date of
February 20, 2017:

January 12, 2017: Redevelopment Authority approves acquisition of the Buckstaff property(ies).

January 24, 2017: City Council - Buckstaff update/action on Planned Development for Arena.

City Council closed session regarding Land Sale, Development Agreement
and Lease Agreement Completed
