PURPOSE: APPROVE PURCHASE OF FLOORING FOR THE OSHKOSH
PUBLIC MUSEUM TO CREATIVE EDGE MASTER SHOP, INC.
($28,216.00)
INITIATED BY: PURCHASING
WHEREAS, the Oshkosh Public Museum is in need of a flooring design for the People
of the Waters gallery renovations that will replicate the Fox River system; and
WHEREAS, Creative Edge Master Shop, Inc. is the only manufacturer specializing in
this floor design within the region.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-11 of the Oshkosh Municipal Code to purchase the flooring from:

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

Shop, Inc. ($28,216.00)
BACKGROUND
Part of the Oshkosh Public Museum's People of the Waters gallery renovations includes a flooring design
component on the outside corridor that will replicate the Fox River system. This flooring design inlays
blue into a base color, and because the river flooring will be geographically precise, will allow visitors
to recognize features and locations within the waterway, making it both an interpretive and
entertaining experience. This flooring is one of the scopes of work the Museum has chosen to
coordinate from the fit out budget allocated for the gallery renovations, funded by Museum trusts,
funds, sponsorships and donations and approved by the Common Council in the 2016 and 2017 CIP
budgets.
ANALYSIS
The Museum sought local flooring contractors able to both produce (i.e., cut out) the superbly accurate,
detailed map of the Fox River system from one continuous roll of flooring material, and inlay the blue
river into the base color of the floor using computer -guided laser cutters programmed directly from the
digital files produced by the exhibition contractor, Split Rock Studios. Unfortunately, because this is
highly specialized work, the Museum was unable to find a local flooring contractor with this
fabrication ability and all declined the project. As such, the Museum then contacted Split Rock Studios
in hopes they could provide a contractor with the appropriate capabilities to address the scope of work.
Split Rock Studios supplied the Museum with an Iowa firm, Creative Edge Master Shop, Inc., that they
have used for this type of work and the Museum contacted them directly. The firm supplied the
Museum with a bid of $28,216, plus freight. Purchasing reviewed this purchase and concludes the
specialized nature of this work is pursuant to the sole source exception under Section 12-11 of our
Municipal Code which allows for the waiving of formal competitive bidding.
FISCAL IMPACT
The total fiscal impact for this flooring is $28,216.00, plus freight. The Museum will contract locally for
the installation of the flooring, after it is received. Funding for this flooring is included in the 2016 and
2017 CIP budgets and corresponds with the detailed fit out budget provided by Museum Director Brad

Larson in 2016. Funding for this project will be charged to A/N#: 323-1070-7222-06606.
RECOMMENDATION
Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases
may be made without following a formal competitive bidding process when the purchase is from only
one source of supply or when standardization or compatibility is the overriding consideration. In
accordance with Section 12-11 of the Municipal Code and with approval by the City Manager,
Purchasing recommends the Common Council approve this purchase from Creative Edge Master Shop,
Inc., 601 S. 23rd St., Fairfield, IA, 52556, in the amount of $28,216.00.
