PURPOSE: APPROVE PURCHASE PURSUANT TO STATE OF WISCONSIN
COOPERATIVE PURCHASE FOR 2017 POLICE VEHICLES FOR
POLICE DEPARTMENT TO EWALD AUTOMOTIVE GROUP
($208,328.00)
INITIATED BY: PURCHASING DEPARTMENT
WHEREAS, the Police Department has determined a need to purchase new vehicles
which include: five (5) Ford Interceptor Utilities model (Patrol Division) and two (2) Dodge
Journeys model (Investigative Services Bureau), and one (1) vehicle for Auxiliary; and
WHEREAS, by participating through the State of Wisconsin Cooperative Purchase
program, staff was able to obtain a more competitive price; and
WHEREAS, section 12-15 of the City of Oshkosh Municipal Code provides that
purchases may be done without the use of formal sealed quotations or bids pursuant to a
contract with any other local, state or federal governmental unit or agency; and
WHEREAS, Ewald’s Automotive Group holds the State of Wisconsin’s Department
of Administration contract for Law Enforcement Vehicles.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are hereby authorized and directed pursuant to
Section 12-15 of the Oshkosh Municipal Code to purchase the above mentioned vehicles
from:

Total: $208,328.00

BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to enter into an appropriate agreement for the purpose of same. Money for
this purpose is hereby appropriated from:

RE: Approve Purchase for 2017 Police Vehicles to Ewald Automotive Group ($208,328)
BACKGROUND
In the capital outlay of the 2017 Police Department Operating Budget the Common Council allocated
$178,000 for the purchase of police vehicles. The Police Department has determined the following
vehicles will address this year's needs: five (5) Ford Interceptor Utilities model (Patrol Division) and
two (2) Dodge Journeys model (Investigative Services Bureau) and one Ford F-150 pickup truck
(Auxiliary Police).
ANALYSIS
Purchasing has determined that Ewald Automotive Group holds the State of Wisconsin Department of
Administration contract (#505ENT-M17-2017VEHICS-00) for Law Enforcement Vehicles.
FISCAL IMPACT
The total fiscal impact for all eight vehicles pursuant to state contract is $208,328. There are adequate
budget funds within the 2017 operating budget for this purchase.
RECOMMENDATION
Section 12-15 of the Municipal Code provides that subject to approval of the City Manager, cooperative
purchases pursuant to a contract with any other local, state or federal governmental unit or agency may
be made without following a competitive bidding or quotation process. In accordance with Section 12-
15 of the Municipal Code and with approval by the City Manager, Purchasing recommends the
Common Council approve this purchase pursuant to the State of Wisconsin Cooperative Purchase for
Law Enforcement Vehicles for the Police Department to Ewald Automotive Group, 2570 E. Sumner
Street, Hartford, WI, 53027 for $208,328.00.
