New Business
1.Discuss Renaming Rainbow Park to Rainbow Memorial Park
The Board will hear a request from Brad Larson, Oshkosh Museum Director, to consider
renaming Rainbow Park to Rainbow Memorial Park. Mr. Larson is working with the World
War I Commemoration Committee at the museum as described in the correspondence included
in your packet. Before the Committee embarks on this endeavor, Mr. Larson and Parks Staff
wanted to get input from the Advisory Park Board.
2.Discuss and Recommend Sale of Approximately .04 Acre of 44 Parallel Park

The Board will discuss and possibly recommend the sale of approximately .04 acre of 44

Parallel Park to Mr. Thomas Sullivan, 1650 Villa Park Drive, Oshkosh, an adjacent property
owner. Mr. Sullivan approached the city in 2016 requesting that we consider selling a triangular
section of 44 Parallel Park to him due to the irregular shape of his property. Mr. Sullivan

planted trees and erected a split rail fence in this triangular area many years ago and has been
maintaining the property on a regular basis. Mr. Sullivan is doing some estate planning and
would like to work with the city to make his property more marketable if/when he decides to
sell it.
Mr. Sullivan had a property survey completed which shows the triangular section of the park
property that he would like to acquire, a copy is included in your packet. Staff has discussed
this potential purchase and agree as good neighbors, this makes sense to help correct an oddly
shaped residential property. If approved, staff would work with Mr. Sullivan on an agreeable
sale price based on information from the City Assessors office.
3.Reconsider Revisions to Chapter 26 Trees and Vegetation of the City of Oshkosh Municipal
Code
The Board discussed and recommend revisions at their January meeting. Since then, Bill Sturm,
City Forester, identified additional information that should be included in the Municipal Code.
Procedurally, the Board must make a motion to reconsider this item and vote on the
reconsideration.
4.Discuss and Recommend Revisions to Chapter 26 Trees and Vegetation of the City of
Oshkosh Municipal Code
Since the January Advisory Park Board meeting, Bill Sturm, City Forester, identified additional
information that should be included in this section of the Municipal Code. Mr. Sturm has edited
or added the following into the previously discussed Chapter 26 revisions:
