Dan Becker called the meeting to order at 4:00 pm.

Jim Collins explained the need for this parking restriction would be
after reconstruction of the street.
Steve Ghode explained the citizens in this area supported the 28’ street
width as opposed to the standard 32’ width, He then explained that for
emergency vehicles to get through on a 28’ wide street. parking needs
to be removed on one side. Steve said no comments were received
except that parking was infrequent.

LED advance
school crossing

Jackson Street.

Jim Collins said the LED advance school crossing lights have been
installed on Jackson Street ahead of the New York intersection.
Ross Wandschneider suggested a painted wide white striped
crosswalk be installed north of the New York intersection. He said
students dart across Jackson Street near his residence and he has seen
some near misses.
Jim Collins expressed his concerns about placing a crosswalk at an
offset intersection with no traffic control to stop the four lanes of traffic.
Daniel Becker suggested the liaison at Merrill School educate students
to cross at Jackson & New York where it is much safer with the traffic
light and a crossing guard.
Downtown
Parking Policy

Jim Collins told currently work is being done to market off street
parking for downtown Oshkosh which includes parking lot
wayfinding and parking lot signage. He said the consultants
recommended moving the permit parking a little bit further away so
the 2 hour free parking can be closer to the businesses, so we may
reallocate some of these. He said on street parking will remain status
quo for now and city staff continues to work with the BID.

Corridor Study
Update
Jim Collins
Jim Collins told that consultants are working on their report of existing
conditions now and will make their recommendations on the 9th
Avenue & South Park corridors after that is completed. He said
underground electric may be considered and the Board was looking at
a possible road diet on 9th Avenue.

Pedestrian Safety

Jim said pedestrian flags are out and being used at the Witzel and 9th
Avenue roundabouts. He said the Police Department and the Bike &
Pedestrian Committee are planning a pedestrian safety month this
year. He told following the education month police may follow up
with enforcement.
Ross Wandschneider suggested including pedestrian safety education
literature with the water bills.
Dan Becker suggested promoting it on the Your City at Work
programming on channel 10.
Ross Wandschneider also suggested contacting the driver education
instructors in the schools.
Redevelopment of
former Buckstaff
property

Jim Collins said there is a neighborhood meeting at 5:00 p.m.
tomorrow, January 11th, about the potential Buck’s arena on the former
Buckstaff site. Jim wanted the Board to be aware that if this goes
forward, there will be parking issues that will need to be addressed.

Ross Wandschneider said something needs to be done with Jackson
Street with the four lanes of fast moving traffic, 17 intersections an d
148 driveways. He stated Shirley Mattox was hit last night while trying
to get into her driveway. He said when residents signal to get into their
driveway, the person following assumes the vehicle ahead is turning at
the intersection instead of into their driveway and thus does not slow
down enough. Ross inquired how the city identifies a central city
corridor.

Jim Collins replied that the Planning Department, as part of the
Downtown Action Plan, formed a committee and identified 9th and
South Park Avenues as central city corridors. He added that any
changes to the design of Jackson Street would need to be brought to the
WISDOT because it is a state highway.
Gary Ross asked for an update on the Traeger issue.
Jim Collins replied that Strand Associates were updating their 2008
traffic study with current traffic volume in and out of Carl Traeger
School. He told when that is completed they will prepare a report and
present the options to the Board of Education, Winnebago County and
the City of Oshkosh.
