October 27, 2016

1.Call to Order
Ms.Pollaski called the meeting to order at 3 p.m.
2.Approval of September 22nd 2016 Meeting Minutes
Mr.Schellenger made a motion to approve the September 22nd meeting minutes and Mr.Larson
second the motion. Motion carried unanimously.
3.Committee Member Engagement Session –Discussion on tasks and responsibilities
Ms. Naudziunas explained that she would like to get a better understanding of the types of interests
that each committee member has. Ms. Naudziunas provided each member a sheet with questions
regarding their skills, interests and reason for joining the committee. Each member present
explained why they decided to join the committee.
4.Museum Landscape Project –Presentation and Discussion
Brad Larson the Oshkosh Public Museum Director presented on the planned landscaping and
improvements to the museum grounds. The committee members were able to view the plans and
ask questions as needed.
5.Future Agenda Items
Ms. Naudziunas agreed to add a mission statement session, mural ordinance and public art
inventory to the next meeting agenda. Ms. Naudziunas explained that any additional agenda items
can be added to the list if she is contacted.
6.Adjournment
Ms. Pollaski made a motion to adjourn and Mr. Larson seconded the motion. Motion carried
unanimously at 4:33 p.m.

4) Maintenance
a) Themuralshallbekeptingoodconditionforthelifeofthemuralaccordingtothe
maintenancescheduleandresponsibilitiesapproved bytheDirectorofPlanning
Services.
b) Thedisplaysurfaceshallbekeptcleanandneatlypaintedandfreefromcorrosion.
c) Anymuralthatisnotmaintained, faded, orisindisrepairshallbeorderedremovedor
coveredwithopaquepaint, similartotheprimarybuildingmaterials/colorsorother
appropriatematerialbytheDirectorofPlanningServices, orhis/herdesignee.
5) DesignStandards
a) Theproposedmuralwillnothaveanadverseimpactonthesafeandefficient
movementofvehicularorpedestriantraffic; and
b) Thelocation, scaleandcontentofthemuralshouldbeinkeepingwithandenhance
thebuildingorstructureonwhichitislocated; and
c) Theproposedmuraliswellintegratedwiththebuilding’sfaçadeandotherelements
ofthepropertyandenhancesthearchitectureoraestheticsofabuildingorwall; and
d) Theproposedmural, byitsdesign, construction, andlocation, willnothavea
substantialadverseeffectonabuttingpropertyorthepermittedusethereof; and
e) Theproposedmuralisnotdetrimentaltothepublichealth, safety, orwelfare; and
f) Themuralwillnothaveadetrimentaleffectonthestructuralintegrityofthewallon
whichitisapplied/affixed; and
g) Themaintenancescheduleisreasonableforthemuralandthebuildingonwhichitis
applied/affixed.
6) MuralPermit
Nomuralshallbeinstalledunlessamuralpermitthereforeshallfirstbeobtainedbythe
owner, orhisagent, fromtheDirectorofPlanningServices, orhis/herdesignee.
7) ApplicationRequirements
Permitapplicationshallcontain, butnotbelimitedto, thefollowinginformation:
a) Siteplanshowingthelotandbuildingdimensionsandindicatingtheproposed
locationofthemural.
b) Picturesofthebuildingelevations.

thelifeofthemuralandmethodforremoval, ifapplicable.
f) Evaluationbyadesignprofessionalregardingtheimpactofthemural’sapplication
onthewallsurfacethatitisappliedoraffixedto.
8) MuralPermitApproval
NomuralpermitshallbeapprovedunlesstheDirectorofPlanningServices, orhis/her
designee, shallfindthattherequirementsofthisSectionhavebeenfulfilled.
9) NotificationandWaitingPeriod
AftertheDirectorofPlanningServices, orhis/herdesignee, determinesthatamuralpermit
applicationmeetstherequirementsofthisSectionoftheZoningOrdinance, a10day
notificationandwaitingperiodisestablished. Notificationofpermitapplicationshallbemailed
toallpropertyownersadjacenttoorabuttingtheproposedmuralproperty. Saidnotification
willcontaininformationregardingthemuralpermit, datethatthenotificationperiodends, and
anappealsprocess. Noticeshallstatethatamuralpermitmaybeissued10daysafterdate
ofnotificationbythePlanningServicesDivision.
10) Appeals
a) PermitApproval. AnypersonmayappealthedecisionoftheDirectorofPlanning
Services, orhis/herdesignee, regardingthedecisionoftheDirectortograntthe
muralpermit. SaidappealshallbemadeinwritingtotheDirectorofPlanning
ServicesandshallbereceivedbythePlanningServicesDivisionpriortotheendof
the10daynotificationperiod. AppealswillbeheardbythePublicArtsAdvisory
CommitteetodetermineiftheDirectorofPlanningServices’ decisiontograntthe
permitisconsistentwiththeprovisionsofthisSectionoftheZoningOrdinance.
b) PermitDenial. AmuralpermitapplicantmayappealthedecisionoftheDirectorof
PlanningServicestodenyamuralpermit. Saidappealshallbemadeinwritingto
theDirectorofPlanningServicesandsaidappealshallbemadewithin30daysofthe
decisionbytheDirectorofPlanningServicestodenythepermit. Appealswillbe
heardbythePublicArtsAdvisoryCommitteetodetermineiftheDirectorofPlanning
Services’ decisiontodenythepermitisconsistentwiththeprovisionsofthisSection
oftheZoningOrdinance.

Alley Activation Plan – A Plan to Enhance Public Space Behind Main Street
An activated alley is a public space that is activated and pedestrianized to support
community, economic and social improvements. It is an area designed as a place for
people. It can be considered an “Urban Living Room”. The alley can serve as a back drop
for community activities that support the arts, local businesses and neighborhood
activities. Residents will feel invited and safe exploring this public space.
Attributes of a Successful Alley
· safe and walkable
· commercial presence
· food and beverages
· provide a venue for public art
· improved lighting
· activities and spaces for all ages
· Clean and functional space respecting current required uses
The 400 N Main Street Alley Activation Plan establishes a shared vision for alley
activation in downtown Oshkosh. The plan will provide the necessary background and
strategies to help guide the community towards repurposing the underused public space.
The anticipated audience for the Alley Activation Plan is the downtown residential and
business community as well as the greater Oshkosh community. This plan is not
intended to dictate the uses of private property, rather provide insightful suggestions on
how to make use of public space to engage the community. Property owners are not
expected to provide unwanted public access to their properties.
This document will support and encourage dialogue on how the alley can be activated
and serve as a backdrop for art, events and commerce in the central city.
Developed by the Alley Activation Partnership with community input, this plan should
provide guidance to property owners, residents and businesses on how to activate this
public space.
Implementation of the activated alley will rely on public-private partnerships, partly
because the City has limited ability to accept costs for non-standard streets, and partly to
ensure that such improvements are tended by the people who are vested in the project.
