HomeMy WebLinkAbout11-17-16 MINUTESBICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES –November 17, 2016 PRESENT:Tom Otto, Adam Bellcorelli,James Michelson,Vicky Redlin,Caroline Panske STAFF:Assistant Planner Alexa Naudziunas 1.Call to Order Mr.Michelson called the meeting to order at 4:00 p.m. 2.Approval of October 20,2016 Meeting Minutes Ms.Redlin moved to approve October 20,2016 meeting minutes.Mr.Bellcorelli seconded the motion. Motion carried unanimously. 3.Bay Shore Drive 2017 CIP –Discussion and Action on sidewalk recommendation on south side of Bay Shore Drive. Steve Gohde presented on the Bay Shore Drive sidewalk proposal. After the presentation the committee opened the meeting for public comments. Eight residents offered comments from the following addresses: 1319 Bay Shore Drive, 1239 Bay Shore Drive, 1215 Bay Shore Drive, 1222 Bay Shore Drive , 1025 Bay Shore Drive, 9 Frankfort Street, 916 Bay Shore Drive, and 1219 Bay Shore Drive. The comments included concern for the impact of tree removal and environmental impacts and the loss of driveway functionality. One out of the eight comments were in favor of constructing sidewalks on the south side of Bay Shore Drive. Mr. Michelson closed the public comment period and opened the discussion to the committee members.Mr. Otto made a motion to not construct sidewalks on the south side of Bay Shore Drive. Mr. Stengel suggested that there should not be sidewalks on the south side of Bay Shore Drive expect for the area up to 1001 Bay Shore Drive. Mr. Otto made a motion to not construct sidewalks on the south side Bay Shore Drive expect west of 1001 Bay Shore Drive to Bowen Street. Ms. Panske seconded the motion and the motion carried unanimously. 4.Bicycle and Pedestrian Circulation Plan Update Ms.Naudziunas discussed the plan to update the Bicycle and Pedestrian Circulation Plan over winter. She explained that each chapter will be reviewed with the committee and any route changes will also be reviewed.Ms. Naudziunas agreed to locate the past meeting materials where the plan update was discussed. Ms. Naudziunas explained that she applied for the Technical Assistance Program through the East Central Wisconsin Regional Planning Commission. More information on the program will be provided in the coming months. 5.Potential Improvement Projects –Jim Michelson Mr. Michelson submitted a list of potential improvement projects that he has identified. Mr. Michelson presented each potential improvement with the committee. The list includes a variety of improvements, eight in total. The committee plans to decide if any of these projects will be a priority for them to work on at the January meeting. 6.Agenda Items for the Future Meeting(s) The committee expressed an interest keeping the Bicycle and Pedestrian Circulation Plan on the agenda. Mr. Michaelson would like to review his potential improvement projects at the November meeting. 7.Adjournment Mr.Otto moved to adjourn the meeting and Mr.Bellcorelli seconded the motion.
