RE: Buckstaff Demolition, Public Improvements, Tax Increment Finance Plan, Timeline
Buckstaff Demolition
Buckstaff demolition is proceeding, and City staff is preparing the site for redevelopment, on or before
March 5, 2017. City crews may start the week of January 9th on the demolition/removal of the foundations
on the south part of the Buckstaff property. The target date for foundation removal is March 1, 2017.
The balance of the Buckstaff demolition in the north part of the site will continue by the private
contractor. The private contractor anticipates demolishing the remaining buildings by April, 2017. City
crews will also remove the foundations of the remaining buildings later this spring.
Public Improvements
The 2017 Oshkosh Capital Improvement Program does not contain any of the possible Public
Improvements that may be needed for the Buckstaff Redevelopment/Arena project. Staff has identified
the following possible Public Improvements for the Buckstaff Redevelopment/Arena:
• Main Street Sidewalk and streetlights -11th Ave. to South Park
• Improve Traffic Signals at South Park/South Main
• Install Traffic Signals at 11th/South Main
• Reconstruct South Park east of Main Street to railroad r/w.
• Reconstruct 11th Ave east of Main Street to railroad r/w.
No design has been started for the public improvements. Design could start later this spring with
bidding and construction in the summer of 2017. The preliminary cost estimate for all the public
improvements ranges from $3 million to $4 million.
Staff is planning to submit a WEDC Grant application for a small portion of the public improvements.
Tax Increment Finance Plan
Staff is anticipating that a Tax Increment Finance Plan will be needed to finance the public improvements
needed for the redevelopment of the Buckstaff/Arena site.
In addition to the public improvement costs, the Arena designer/builder has identified some
extraordinary private development costs for the site, due to the condition of the soils and fill material on
the site:

• Remediation — Required by Wisconsin Department of Natural Resources, including soil removal
and land filling and/or encapsulating contaminates.
• Geo pier installation — necessary to support the Arena structure weight due to the poor soils.
• Geo grid installation — necessary to support concrete and asphalt surfaces on the site due to the
poor soils.
• Stormwater management measures — necessary due to the high groundwater levels.
The above referenced extraordinary private development costs may need to be added to the TIF Plan,
similar to other TIF plans such as the Marion Road and the Best Western Premier Hotel projects. Ehlers
and Associates has started work on the TIF Plan for the project.
Timeline
The timeline remains in flux until an actual decision is made on awarding of the D -League franchise to
the Oshkosh group. With that said, the following timeline was created based on an Arena construction
start date of March 5, 2017:
• Week of January 91h: Redevelopment Authority approves acquisition of the Buckstaff
property (ies).
• January 17,2017: Plan Commission review/recommendation of Planned Development for
Arena.
• January 24, 2017: City Council - Buckstaff update and action on Planned Development for
Arena. (Possible City council closed session regarding Development Agreement and Lease
Agreement)
• February 3, 2017: City Council and Plan Commission receive draft TIF Plan.
• February 7,2017: Plan Commission review/recommendation of TIF Plan.
• February 14,2017: City Council Buckstaff update (Possible City Council closed session
regarding Development Agreement and Lease Agreement
• February 14 — 27: Redevelopment Authority meeting to approve Development Agreement
and Lease Agreement
• February 28, 2017: City Council Buckstaff update
City Council action on TIF Plan
City Council action on Development Agreement
City Council action on Lease Agreement
• March 1, 2017: City Crews complete foundation removal for south part of site
• March 5, 2017: Arena construction begins
• March/April/May: City designs public improvements
• June: City bids public improvements
City crews complete foundation removal for north part of site
• July/August/September: Construction of public improvements
• October/November: Complete construction of Arena
