PURPOSE: APPROVE PHASE III OF 2016 GREAT NEIGHBORHOODS
CAPITAL IMPROVEMENT PROGRAMS FUNDING IN THE
AMOUNT OF $25,500; 2017 URBAN FORESTRY MATCHING
GRANT
INITIATED BY: COMMUNITY DEVELOPMENT
WHEREAS, the Common Council approved funds in the 2016 Capital
Improvement Programs (CIP) for public improvements to be undertaken as part of a
Great Neighborhoods Program; and
WHEREAS, the Common Council previously approved funding for Phase I and II
activities/improvements utilizing 2016 CIP funds; and
WHEREAS, staff is recommending the 2017 Urban Forestry Matching Grant in the
amount of $25,500.00 be undertaken with 2016 Phase III CIP funds of the Great
Neighborhoods Program.
BE IT RESOLVED that 2016 funded activity/improvement of the Great
Neighborhoods Program, as noted above, is hereby approved in the amount of
$25,500.00.
BE IT FURTHER RESOLVED that the proper City officials are hereby authorized
and directed to take those steps necessary to implement said program. Money for this
purpose is hereby appropriated from:

RE: Approve Phase III of 2016 Great Neighborhoods Capital Improvement Programs Funding
in the Amount of $25,500
BACKGROUND
In 2016, the Common Council approved $200,000 within the City's Capital Improvement Program for
the Great Neighborhoods Program, of which $100,000 was donated by the Oshkosh Area Community
Foundation. The Great Neighborhoods Program provides an opportunity to originate projects that
enhance quality of life through strategic improvements to the public realm. Projects are intended to
improve the image, market, and physical conditions of Oshkosh neighborhoods.
In 2016, City staff obtained authorization from the Common Council to apply for the 2017 Urban Forestry
Grant offered by the Wisconsin Department of Natural Resources (DNR) (Resolution 16-446). In
December, 2016, City staff was notified by the DNR that the City was awarded a $25,000 matching grant
to implement the proposed neighborhood tree diversification program. The program requires a local
match and staff is proposing to utilize remaining 2016 Great Neighborhoods funds to satisfy the match
requirement of the grant award.
ANALYSIS
The following project has been reviewed by City staff and is being proposed to utilize a portion of
remaining 2016 Great Neighborhoods Program funding:
Terrace Tree Plantings $25,500.00
Parks and Community Development staff will support implementation of a four -pronged approach to
neighborhood tree diversification. First, funding will allow City staff to work with neighborhood leaders,
school district parent organizations, and other interested groups to offer up to four workshops to educate
150 residents. Workshop participants will learn proper tree maintenance, benefits and strategies to
diversify the urban tree canopy, and actions to take in response to Emerald Ash Borer. Second, upon
completion of the workshop, participants can select a tree from a diverse selection to plant and maintain
on their private property. Third, City staff will work with a Certified Arborist to select and plant a total

of 150 public trees within neighborhood associations. Lastly, Parks staff will treat a total of 300 public
ash trees to mitigate the spread and damage of Emerald Ash Borer. The final outcomes of the grant award
will include (1) diversification of the public and private tree canopy; (2) increased density of public and
private property tree canopy; (3) increased Emerald Ash Borer insecticide treatment, (4) increased
resident participation with forestry maintenance and management; (5) increased awareness of Emerald
Ash Borer.

Total 2016 Phase III Funding Request $25,500.00

RECOMMENDATION
Staff is recommending approval of Phase 111 2016 Great Neighborhoods Program Funding in the
amount of $25,500.
