ADVISORY PARK BOARD NOVEMBER 14, 2016 Present: Amy Davis, Tony Dirth, Bill Gogolewski, Steve Herman, Jim MichelBill Miller, Carrie Rule, Megan Schuessler, Terry Wohler Other: Brad Brown, Leadership Oshkosh Adjunct Board Member Staff: Ray Maurer, Parks Director; Chad Dallman, Assistant Parks Director; Bill Sturm, Landscape Operations Manager/City Forester; Trish Marks, Recording Secretary INTRODUCTION OF ADJUNCT BOARD MEMBER Mr. Maurer introduced the new Leadership Oshkosh Adjunct Board Member, Brad Brown. CALL TO ORDER & ROLL CALL Chairman Wohler called the meeting to order at 6:00 P.M. A quorum was determined to be present. APPROVAL OF MINUTES ,µº¯µ´N¨¿N&µµ²«½¹±¯N¬µ¸N§¶¶¸µ¼§²Nµ¬Nº®«N.©ºµ¨«¸Nts NustyN³¯´»º«¹ N§¹Nª¯¹º¸¯¨»º«ª NN2«©µ´ª«ªN¨¿N '«¸³§´ NNN,µº¯µ´N©§¸¸¯«ªN|Is N N CITIZEN STATEMENTS & PARK BUSINESS 1) Discuss and recommend establishment of athletic facilities rental fees Mr. Maurer gave a brief background of the proposal noting that he met one-on-one with representatives of the larger user groups. He also stated that last week, there war Center with himself, Mr. Dallman, Assistant Parks Director, and the represen Baseball, Oshkosh North Baseball, Oshkosh North Softball, Oshkos, Oshkosh Fast Club Raiders, etc.), wherein great discussion was held. In between these meetings, he also met with the Director a staff of the Oshkosh Recreation Department (ORD) and had request well in advance. At that meeting, the ORD representatives submi they will require and agreed that they will submit their schedule to Parks staff t does have a diamond improvement fund wherein the teams pay $100 fund. It was noted there are approximately 1,750 players of which 80-90% are City residents. It was the consensus of the user groups and ORD that the amended fees, as p everyone. The user groups are open to applying a $10 fee on top of their p which will be paid to the city into a field improvement/development fund. ADVISORY PARK BOARD MINUTES PAGE TWO NOVEMBER 14, 2016 Ms. Davis excused herself from further discussion on this topic actively involved with one of the user groups (Oshkosh Fast Club Board). Mr. Herman inquired as to who pays for the lights/electricity at those expenses are paid through the Parks general fund. all the user groups and ORD together and reaching an agreement to the satisfaction of all pa Mr. Gogolewski questioned the non-resident tournament prep field fee, inquiring if there would be non-resident teams utilizing the fields. Mr. Maurer stated that there might be an instance wherein a non-resident team(s) would want to reserve the fields and we need to be prepared for that. Mr. Miller inquired if there was any opposition to the proposal. Mr. Maurer stated he invited the user group representatives to this Board meeting if there was any opposition or questions and it appears that due to lack of atten to pay the fees. ,µº¯µ´N¨¿N&µµ²«½¹±¯NºµN¸«©µ³³«´ªN«¹º§¨²¯¹®³«´ºNµ¬N§º®²«º¯©N¬§©¯º¯«¹N¸«´º§²N¬««¹N§¹N¶¸«¹«´º«ª NN 2«©µ´ª«ªN¨¿N2©®»«¹¹²«¸ NN,µº¯µ´N©§¸¸¯«ªN{IsN½¯º®NtN§¨¹º§¯´¯´N#§¼¯¹ N Mr. Maurer distributed educational cards about dogs being allowed on file at the City Parks Department and made a part of these minutes) noting that staff has the cards in their vehicles to pass along to the public for educational purposes. Staff has received more favorable comments than complaints about the dogs being allowed on park trails. Mr. Herman suggested that when the cards are reprinted, to make a the Winnebago County Park trails; they are only allowed in the d County Park. Mr. Maurer reported that City budget meetings were held and the budget is scheduled to be adopted next week. The Parks budget was well-received and most likely will reinstate the full-time position that was removed in 2014 due to a retirement and was not filled. Mr. Hetated that it needs to be clarified that in order to regain the full-time employee position, the Parks seasonal worker number will be. Mr. Maurer also stated that the Capital Improvement Budget (CIP) is moving forward as initially submitted. Mr. Maurer stated that he has met with other City officials withPark parking lot project which will take place during the lagoon project. While or spring of 2018 for completion of the lagoon work, the parking lo being completed in line with the lagoon project. ADVISORY PARK BOARD MINUTES PAGE THREE NOVEMBER 14, 2016 Mr. Maurer announced that at the annual Wisconsin Park and Recreation Association (WPRA) conference, Mr. Dallman was selected as the 2016 WPRA Park Section Professio nd the WPRA Park Section, his past awards and honors, workshop presentations, community involvement and demonstration of support for WPRA and the Park Section. This is a special recognition as profession. ASSISTANT PARK DIRECT Mr. Dallman announced that Ms. McCollian did a fantastic job with the Zoolow Menominee Park this year. Attendance was approximately 4,020 an organizations and netted approximately $17,600 for zoo improvements and events. The Celebration of Lights (COL) event at Menominee Park is in the process of set up archway and the 100 ft. tree, but the remaining set up is done b Crews have also assisted with the set up and decorating of the holiday tr Square for the Holiday Parade scheduled for Thursday, November 17. Crews continue to mow and th mulch as well as winterize all the park facilities. Additional ring and tree removal is continuing at Glatz Nature Preserve. Roof restoration is being completed at the score booths at Me as the Reetz concession stands and the South Park #3 shelter. Improvements at the Bowen Street fishing pier and Mill Street boat launches are almost completed and look great. N LANDSCAPE OPERATIONS MAN Mr. Sturm stated that crews are continuing to work on fall clean up around the flower beds a- abouts; approximately 300 tree stumps were removed to date; majoree planting project is currently being undertaken in conjunction with the City Community Development De associations with approximately 250 plantings done along Josslyn Drive, Hickory Drive and Hickory Court as well as Parkside Drive. North Main Street a 80 new trees during their reconstruction project. Another proje Department wherein the street reconstruction project will requirration work along Otter Street, Mill Street, and Bowen Street North Westfield. Ms. Marks assisted Mr. Sturm in filing USA application with supporting documentation last week. Crews Main Street (both sides) last week in time for the upcoming holiday parade. Le Cemetery. He received a donation from the Oshkosh Garden Club to install a ben the center of that shoreland restoration area. At the time of bench will be poured. The cutting back of the plantings was delayed a little to allow seed collection to be completed by the shoreland preservation group. Ann Bradley, 135 South Westhaven Drive, Apt Q204, inquired as to shoreland preservation site. He also stated that in Winnebago County Park there in fact, one-quarter of the County Park is wild flowers and plantings. Ms. Bradley inquired as to who maintains the shoreland restorati Mr. Sturm stated there is an extensive list of volunteer groups The Wild Ones, Audubon Society, and students from UW-0 and more. OTHER BUSINESS Mr. Maurer stated that typically there is no Board meeting in December, but might be on the December agenda. While the December 12 th next meeting, it may be cancelled.
