Gohde, Assistant Director of Public Works SO" DATE: December 8, 2016 RE: Provide Staff with Direction Regarding Work on Bay Shore Drive BACKGROUND Bay Shore Drive, from Bowen Street to Lake Street, is scheduled for reconstruction as part of the 2017 Capital Improvement Program. This project also includes Lake Street, from Bay Shore Drive to Ceape Avenue. Staff is seeking direction on two items to complete the design and allow for construction to begin as soon as possible in the spring of 2017. The long linear nature of the project will require additional construction time. Design delays may prevent completion of this project in 2017. The first item needing Council's direction is whether to install sidewalk on the south side of the street. The second item is regarding the width of the street. ANALYSIS A memo and maps were sent to Council last week providing detailed information about the reconstruction of Bay Shore Drive. A copy of this information is enclosed for reference. FISCAL IMPACT Funding for the project is included in the 2017 Capital Improvement Program in the Street, Storm Water, Water, Wastewater, and Sidewalk sections. The following is a brief summary of how sidewalk and street width will impact the City's costs and assessment to property owners. Sidewalk installation costs are assessed to the abutting property owner. The City only pays for sidewalk at intersections and for handicap ramps. The cost varies with each project. Sidewalk is expected to cost the property owners approximately $22 per front foot. The estimated cost savings to the City by not installing the south side sidewalk is approximately $7,500. If the street width is reduced, the paving assessment rate is also reduced. The expected assessment rates for narrower streets are: $87.60 per foot for a 30' street and $81.80 per front foot for a 28' street. The estimated cost savings to the City is approximately $15,000 per 2' of narrowing. RECOMMENDATIONS Based on the recommendation from the Bicycle and Pedestrian Advisory Committee to install sidewalk from Bowen Street through the multi -family developments on the south side of Bay Shore Drive, the Department of Public Works, Transportation Department and Police Department recommend sidewalk be installed on the south side from Bowen Street to Frankfort Street. The additional sidewalk eliminates the need for a mid -block crosswalk, which presents a safety concern due to vehicular traffic not expecting a crosswalk. Extending the sidewalk to Frankfort would also eliminate the need for pedestrians to backtrack when the sidewalk ends not at an intersection. The Department of Public Works and Oshkosh Fire Department recommend a 32' wide street, if parking is to remain on both sides. Additionally, the Pedestrian and Bicycle Circulation Plan calls for Bay Shore Drive to be a signed and/or shareway facility for bicycles. A 28' street, with parking on one side, leaves only a 10' travel lane in each direction for vehicles and bicycles to share. In the event, a narrower street is desired, the Department of Public Works recommends removal of parking on the north side of the street. The south side has less driveways, providing more available parking area. Approved: Mark A.
