HomeMy WebLinkAbout22. 16-562 DECEMBER 13, 2016 16-562 RESOLUTION (CARRIED 7-0 LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE 2017 FEE SCHEDULE FOR LAKESHORE MUNICIPAL GOLF COURSE, POLLOCK COUMMUNITY WATER PARK AND PARK FACILITIES INITIATED BY: PARKS DEPARTMENT WHEREAS, the Parks & Recreation Ordinance, Section 19-4(N)(1) of the Municipal Code provides for the adoption of a fee schedule which will be established by resolution for various park facilities and municipal golf course. NOW, THEREFORE, BE IT RESOLVED that the attached Fee Schedule is hereby adopted and shall be in full force and effect on and after January 1, 2017. TO: Honorable Mayor and Members of the Common Council FROM: Ray Maurer, Parks Director DATE: December 8, 2016 RE: Approve 2017 Fee Schedule for Lakeshore Municipal Golf Course, Pollock Community Water Park & Park Facilities BACKGROUND Approval of 2017 park facility fees is scheduled for consideration by the Common Council at the December 13, 2016 meeting. All of the fees being recommended for adjustment have been incorporated into the recently approved 2017 Parks Department budget. The Lakeshore Municipal Golf Course fees being recommended for increases at this time have not been adjusted for about 10 years. The attached schedule of fees includes bolded fees that are recommended for increase or are new categories of fees being recommended for implementation. The Pollock Community Water Park fees being recommended for 2017 include nonresident season pass fees being implemented. In the past, nonresidents were allowed to purchase season passes at the resident rate. Most pools do charge a nonresident season pass fee. Most do not charge nonresident daily admission fees as that becomes cumbersome to administer when you have youngsters entering the facility and causes delays on busy days. The baseball field use fees for tournaments are new fees recommended for 2017. These fees apply only to groups or individuals requesting to use ball fields for tournaments, typically multiple days on weekends. We are not recommending fees for 2017 for organizations or individuals requesting to reserve ball fields for their specific use for leagues or practices as we were considering a few months back (OYB, YMCA, Girl's Fast Pitch, etc.). Since then, we have met with the local youth organizations and instead of a field use fee, the organizations will add a $10 fee onto their participant fee. The organizations will then submit payment to our department in the amount of $10/participant which we will deposit into a Field Improvement/Development Fund which will be a segregated fund for future ball field improvements and development. The Advisory Park Board reviewed this information at their October and November 2016 meetings. All of the proposed fees were recommended for approval by the Advisory Park Board. The anticipated revenues from these fees were included in the recently adopted 2017 budget. FISCAL IMPACT Staff estimates the revised golf course fees will generate an additional $8,500. The nonresident season pass fees may generate an estimated $1,500 additional. The baseball field tournament fees may generate an estimated $2,000 additional. RECOMMENDATION Staff recommends approval of the proposed fees which would be effective January 1, 2017.
