PURPOSE: APPROVE ENVIRONMENTAL SERVICE AGREEMENT WITH
AECOM FOR SITE REDEVELOPMENT AT BUCKSTAFF
PROPERTY ($143,500)
INITIATED BY: COMMUNITY DEVELOPMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an appropriate professional services agreement with AECOM for site
redevelopment at 1118 South Main Street, Buckstaff property, in the amount of
$143,500.00.

SUBJECT: Professional Service Agreement with AECOM for Environmental
Engineering for Buckstaff Property; ($143,500)
BACKGROUND
In anticipation of the completion of the Buckstaff demolition in the near future,
Community Development staff requested a proposal for environmental engineering
services in order to facilitate the redevelopment of the site. The work contained within
the proposed scope of services is required for potential redevelopment of the Buckstaff
site.
ANALYSIS
The proposed fees are based on an hourly contract, not to exceed $143,500. Specific
elements of the services to be performed for the project are similar to all the Marion
Road redevelopment sites, and include:
• Complete Voluntary Party Liability Exemption (VPLE) for WisDNR, which the
City would want in order to limit any liability for the City or future owner for
environmental contamination on the site.
• Plan for handling/using contaminated soil and groundwater management.
• On-site construction documentation.
• Assistance in Site Preparation including bidding documents, bid review and bid
award.
This work must be completed in concert with redevelopment of the former Buckstaff
site.
FISCAL IMPACT
The cost of these professional services will be paid out of the funds the City had set
aside for Scattered Sites - Blight Elimination in the 2016 and 2017 Capital Improvement
Program.

RECOMMENDATION
Staff recommends Council approve the professional service agreement with AECOM in
the amount of $143,500.
