PURPOSE: APPROVE DETERMINATION OF NECESSITY TO ACQUIRE
PROPERTY AT 710 SOUTH MAIN STREET; AUTHORIZE
REDEVELOPMENT AUTHORITY TO ACQUIRE 710 SOUTH
MAIN STREET ($199,000.00)

REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved
WHEREAS, the Redevelopment Authority and Common Council previously
approved the South Shore Redevelopment Project Area; and
WHEREAS, it is in the best interests of the citizens of the City of Oshkosh to
acquire property to improve residential neighborhoods and eliminate blighting
conditions within said Redevelopment Area; and
WHEREAS, the owner of 710 South Main Street is willing to sell the property to
the Redevelopment Authority; and
WHEREAS, the Redevelopment Authority approved acquiring said property for
$199,000.00 plus closing costs at its November 30, 2016 meeting.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the Common Council certifies it is necessary for the Redevelopment
Authority to acquire the property at 710 South Main Street pursuant to the provisions of
Chapter 66 of the Wisconsin Statutes.

BE IT FURTHER RESOLVED that the proper Redevelopment Authority officials
are authorized and directed to purchase said property for $199,000.00 plus closing costs
and execute all documents necessary to consummate this transaction. Money for this
purpose is hereby appropriated from Acct. No. 303-0740-7208-##### Community
Development Block Grant Land Purchase.

Value; Authorize Purchase at 710 S. Main Street
BACKGROUND
In discussions with the owners of 716 S. Main, the owner suggested the bowling alley would also
be available for purchase. They would be willing to sell the building and the business at the end
of the 2016-2017 winter bowling league season. The building shares walls and it appears to have
structural brick issues as well.
ANALYSIS
The owners have offered to sell the building and the bowling alley business as a package. They
have also proposed to maintain occupancy through July 31, 2017. Closing could occur by July 31.
The sellers would be selling the land and building and the business (with no relocation).
FISCAL IMPACT
The owners are asking $199,000 for the building and land and the business. The assessed value
for the building and land is $83,400. The purchase would be made in installments from CDBG
funds.
RECOMMENDATION
Staff and the Redevelopment Authority recommend Council approves the Determination of
Necessity to acquire property and authorizes the purchase of 710 S. Main Street for $199,000 for
the land and building and the business.
