FOR IT DIVISION ($84,255.32) INITIATED BY: PURCHASING DIVISION BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized and directed pursuant to Section 12-11 of the Oshkosh Municipal Code to enter into appropriate agreements for software maintenance with: HARRIS ENTERPRISE RESOURCE PLANNING 32133 Collections Center Drive Chicago, IL 60693-0621 ENVIRONMENTAL SYSTEMS RESEARCH INSTITUTE, INC. 380 New York Street Redlands, CA 92373-8100 Total: $84,255.32 for 2017 Money for this purpose is hereby appropriated from: Acct. Nos. 100-0110-6427-00000 General Fund – Maintenance Computer 541-1892-6427-08921 Water Utility – Maintenance Computer 551-1950-6427-00000 Sewer Utility – Maintenance Computer 561-2050-6427-00000 Storm Water – Maintenance Computer TO: Honorable Mayor and Members of the Common Council FROM: Jon G. Urben, General Services Manager DATE: December 1, 2016 RE: Approve Purchase of 2017 Software Maintenance Agreement to Harris Enterprise Resource Planning ($32,755.32) and 2017-2019 Software Maintenance Agreement to Environmental Systems Research Institute, Inc. ($154,500.00) for IT Division BACKGROUND Each year the IT Division secures maintenance agreements for the various software systems used within City departments. These maintenance agreements are proprietary to the software systems. ANALYSIS There are two maintenance agreements being renewed at this time. The first is the Datallow Annual Maintenance ($32,755.32 for 2017)- financial and utility billing software used by the Purchasing, Finance, Accounting and Water Utility to allow for system updates, patches, technical support and general use licensing. With the current transition to the new Tyler Munis ERP modules the 2018 Datallow software maintenance will only require the General Ledger for Utility Billing. The second is the ESRI Annual Enterprise License Agreement ($51,500 per year, 2017-2019)- city-wide enterprise GIS software license agreement (ELA) allowing for unlimited workstation and mobile installations, updates, upgrades, technical support and access to ESRI virtual campus. The City Manager has approved these maintenance agreement renewals. FISCAL IMPACT The annual total fiscal impact of these maintenance agreements for 2017 is $84,255.32. Funds for the 2017 ESRI maintenance agreement ($51,500) is allocated annually in the contractual services account (100-0110-6427-00000) of the 2017 IT Operating Budget. This action commits budget years 2018 and 2019 to the ESRI annual payment of $51,500 each year. The Datallow maintenance agreement is being funded $19,250.09 by 100-0110-6427-00000, with the remaining balance of $13,505.23 shared between the Water, Storm and Sewer Utility accounts (541-1892-6427-08921, 551-1950-6427-00000, 561-2050-6427- 00000). Box 1 130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us RECOMMENDATION Section 12-11 of the Municipal Code provides that subject to approval of the City Manager, purchases may be made without following a formal competitive bidding process when the purchase is from only one source of supply or when standardization or compatibility is the overriding consideration. In accordance with Section 12-11 of the Municipal Code and with approval by the City Manager, Purchasing recommends the Common Council approve the 2017 software maintenance agreement for $32,755.32 with Harris Enterprise Resource Planning, 62133 Collections Center Drive, Chicago, IL 60693-0621 and the 2017-2019 software maintenance agreement for $154,500.00 with Environmental Systems Research Institute, Inc., 380 New York Street, Redlands, CA, 92373-8100.
