PURPOSE: AWARD BID TO SURE FIRE INC., FOR FURNACE
REPLACEMENTS FOR OSHKOSH SENIOR CENTER SOUTH
($48,300.00)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for furnace
replacements for Oshkosh Senior Center South; and
WHEREAS, upon the opening and tabulation of bids, the following is the only bid:

WHEREAS, this bid meets the minimum specifications and staff has reviewed the
bid and recommends its acceptance.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to Sure Fire Inc. for Furnace Replacements for Oshkosh Senior Center South
($48,300.00)
BACKGROUND
The Facilities Maintenance Division works closely with our HVAC consultant Summit Designs to
regularly monitor, update and prioritize the annual HVAC Replacement Schedule for our buildings.
Funding for any HVAC replacements is coordinated through the annual Roofing/HVAC CIP fund. The
2016 CIP HVAC Replacement Schedule has recommended replacement of four Oshkosh Seniors Center
South furnaces that provide heating and air conditioning to four separate zones within the building.
This recommendation was based the unit's age and a carbon monoxide heat exchanger test conducted
in early spring. These four units tested poorly on the carbon monoxide test and were identified to be
replaced in 2016. These units were originally installed in 1990 (making them 26 years old) and the
industry's average service life for this type of equipment is 15-20 years. These new units will also be
utilizing the newest environmentally friendly refrigerant R410A, replacing the old R22 refrigerant. The
old units were single stage heat and single stage cool, while these new units are equipped with 2 stages
of heating and 2 stages of cooling. These new units are expected to be about 10% more energy efficient.
ANALYSIS
Working with Summit Designs, Purchasing prepared bid specifications for this project. The bid was
advertised in the local newspaper and posted on Onvia DemandStar. Four contractors attended the
mandatory pre-bid. Bids were due November 29, 2016. The bid tab is attached. Based on the bid
review, it was the consensus of Summit Designs and City staff that the sole bid received met all the
minimum bid requirements and was less than the anticipated cost for this project. The heating portion
of this project is expected to be completed yet this year if not the earlier part of 2017. From a cooling
side, this project will not be totally completed until summer due to the requirement to have the
refrigerant load adjusted to peak performance when the unit is in cooling mode.
FISCAL IMPACT
The fiscal impact of this bid is $48,300.00. This bid, added to Summit Design's fees of $2,000.00 brings
the total fiscal impact of this project to $50,300.00. The 2016 Roofing/HVAC Fund has been allocated
$500,000.00. With other committed roofing/HVAC projects to date there will be approximately
City Hall, 215 Church Avenue P.O. Box 1 130 Oshkosh, WI 54903-1130 http://www.ci.oshkosh.wi.us
$204,000.00 remaining in this CIP account after this project. This project will be charged to A/N# 323-
0130-7214-06635.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to Sure Fire Inc. for $48,300.00.
