HomeMy WebLinkAboutTRAB Meeting Minutes 11 8 16Committee Name: Traffic Review Advisory Board Date: 11/8/16 Location: City Hall 1 Attendees: Absent: Jim Collins, Transportation Director Director Dan Scieszinski, Board Ross Wandschneider, Board Marlene Binder, Secretary Gary Ross, Board William Christianson, Board Daniel Becker, Chairman Ben Stepanek, Council Member Steve Haas, Vice-Chairman Topic Facilitator Discussion Actions Call to order Meeting Minutes Dan Becker Dan Becker called the meeting to order at 4:00 pm. Meeting minutes from 10/11/16 were accepted. 1st: Dan Becker 2nd: Gary Ross A request for no parking on Main Street, west side, from 240’ south of Murdock Ave. to 206’ north of Murdock Ave. (Current condition: No parking, west side. from 145’ south of Murdock Ave, to 206’ north of Murdock Ave.) Jim Collins Jim Collins said after construction was complete on North Main Street it became apparent no parking needed to be extended 95 feet further south due to the bike lane. He explained this change only affects one house. 1st: Dan Becker 2nd: Ben Stepanek Carried: 5 – 0 Committee Name: Traffic Review Advisory Board Date: 11/8/16 Location: City Hall 2 A request to delete one hour parking on Main Street, west side, from Tennessee Ave. to 29’ south of Tennessee Ave. (Current condition: One hour parking) Jim Collins Jim told that after the construction was complete on Main Street he saw no reason to restrict parking here. He said he thought there may have been a former business that needed this. 1st: Dan Becker 2nd: Dan Sceiszinski Carried: 5 - 0 Downtown Parking Policy Update Jim Collins Ben Stepanek Jim explained the Walker downtown parking study revealed there is sufficient supply of parking but there is a need for better manage ment of existing spaces. He told Walker recommended better signage for our parking lots as well as paid on street parking. He explained the BID and Parking Utility Commission supported the recommendations. Council approved all of the recommendations other than paid parking. Council laid over voting on paid parking so the city manager could have further discussions with the BID. He said then the BID became fractured on this issue and that the BID and council met last week and council will discuss further tomorrow at their meeting. He said there seems to be agreement about the implementation of the off street signage. Ben Stepanek said the downtown will be more inviting to visitors with signage for parking. Committee Name: Traffic Review Advisory Board Date: 11/8/16 Location: City Hall 3 Roundabout Pedestrian Safety Update Jim Collins Jim Collins told that he has received complaints about the roundabouts being difficult to cross. He said flags were placed at the roundabout at 9th Avenue/Koeller Street and terrace signs were placed on Witzel Avenue. He also said next year we will partner with the Police Department to promote educating the public to yield to pedestrians with a Pedestrian Safety Month, followed up with enforcement.
