BICYCLE AND PEDESTRIAN ADVISORY COMMITTEE MINUTES –October 20, 2016

1.Call to Order
Mr.Michelson called the meeting to order at 4:00 p.m.
2.Approval of September 15,2016 Meeting Minutes
Ms.Panske moved to approve September 15,2016 meeting minutes as amended.Mr.
Bellcorelli seconded the motion. Motion carried unanimously.
3.Oregon/Jackson Street Bridge Project –Public Input Meeting update
The committee discussed the Oregon/Jackson Street Bridge project. Mr. Michelson
presented to the committee on the meeting that he attended. There were about 20
people in attendance. He was able to discuss his preference for wider sidewalks with a
representative from the WisDOT at this public input meeting. Ms. Naudziunas agreed
to inform the committee as more information on this project is available.
4.Pedestrian Safety Month –Discussion
Ms. Naudziunas explained that Jim Collins Transportation Director has begun
preliminary plans to help improve the safety of navigating roundabouts as a pedestrian.
Ms. Naudziunas would like to include the Bicycle and Pedestrian Advisory Committee
in the process.Ms. Naudziunas she will continue to update the committee on the
planning process.
5.Bicycle and Pedestrian Circulation Plan Update
Ms. Naudziunas discussed the plan to update the Bicycle and Pedestrian Circulation
Plan over winter. She explained that each chapter will be reviewed with the committee
and any routes changes will also be reviewed.Ms. Naudziunas agreed to locate the past
meeting materials where the plan update was discussed.
6.Agenda Items for the Future Meeting(s)
The committee expressed an interest keeping the Bicycle and Pedestrian Circulation Plan
on the agenda. Mr. Michaelson would like to review his potential improvement projects
at the November meeting.
7.Adjournment
Mr.Otto moved to adjourn the meeting and Mr.Bellcorelli seconded the motion.

3. Bay Shore Drive 2017 CIP –Discussion and Action on sidewalk recommendation on
south side of Bay Shore Drive.
Please review the resident letter which was mailed to all the property owners on Bay
Shore Drive that will be impacted by the 2017 Capital Improvement Program project.
The committee will give the public a chance to provide comments, the committee will
have discussion internally and then the committee will be expected take action as they
see fit.
4.Bicycle and Pedestrian Circulation Plan update
The Planning Services Division will be facilitating the Bicycle and Pedestrian Circulation
Plan update process in early winter 2016. Ms. Naudziunas would like to continue the
discussion on the update.Ms. Naudziunas applied for the Technical Assistance
Program through the East Central Wisconsin Regional Planning Commission. More
information on the program will be provided in the coming months.
5.Potential Improvement Projects –Jim Michelson
Mr. Michaelson has compiled a list of potential projects that he would like the Bicycle
and Pedestrian Advisory Committee to review. The committee will review the projects
with the assistance of Mr. Michaelson. After the committee has reviewed all of the
projects, they will determine if any of these projects are something that they would like
to continue to work on as a committee.

Committee will be taking action on agenda item #3 Bay Shore Drive 2017 CIP –Discussion and
Action on sidewalk recommendation on south side of Bay Shore Drive.
The 2017 Capital Improvement Program identifies Bay Shore Drive to receive
improvements that includes adding sidewalks on the South side of Bay Shore Drive.The Bicycle
and Pedestrian Advisory Committee will allow public comment, discuss the item as a committee
and a recommendation will be made for Common Council review.
The Bicycle and Pedestrian Advisory Committee meetings are open to the public, if you
wish to attend or share your comments at the meeting please do so.The Bicycle and Pedestrian
Advisory committee is scheduled for Thursday, November 17th 2016 in room 404 of City Hall
beginning at 4 p.m.

CALL TO ORDER
Chairman Michelson called the meeting to order at 4:04 p.m.
APPROVAL OF MINUTES
Ms. Redlin moved to accept the minutes of the July 7th, 2014 meeting with the included corrections.
Ms. Pankse seconded the motion. Motion carried (4-0).
NEW BUSINESS
1. Pedestrian and Bicycle Circulation Plan Recommendations Workshop
Mr. Krumenauer went through a quick discussion of the importance to take a step back and look at the
Circulation Plans recommendations and adjust as necessary. The purpose of the workshop today is to
look at any committee member concerns, subtractions or recommendations.
Mr. Michelson asked if we would be looking at the suggestions at the following meeting before we make
official recommendations.
Mr. Krumenauer said we would be planning on showing these items back to the committee before we
ask the council for additional considerations and approval. He continued by explaining the included
maps and how they relate to the Circulation Plan’s recommendations. He recommended that the
committee start by looking at the CIP map and look for any relations. New York Avenue, Main Street,
Snell Avenue, Hazel Street, Fernau Avenue, Bay Shore Drive and Lake Street are all going to be
reconstructed in the next five years. All of these roads with the exception of the east half of Bay Shore
Drive and Lake Street are within the Circulation Plan. We will want to make favorable recommendations
prior to design. Traffic Review Board will also want to see any of these recommendations for a traffic
impact analysis prior to design.
Mr. Krumenauer also gave a quick update on Jackson Street. He said that he had a meeting with Jim
Erdmann and though he seemed willing to discuss, did not feel it necessary to give his opinion on the
matter and deferred any future discussion to ECWRPC instead. Mr. Erdmann did say that he would be
bringing up the discussion with the town board at the next meeting.
Mr. Krumenauer also brought up Irving Avenue as an appropriate road to look into.
Ms. Panske asked if the train crossings on New York Avenue or Irving Avenue would see issues at the
tracks.
Mr. Krumenauer responded that the new road is 40 feet wide and will be able to accommodate driving
lanes, bike lanes and a parking lane without any road work.
Mr. Michelson asked what can be done with Nevada Avenue. He said that Nevada Avenue is a great
east-west connection and makes a direct connection from Menominee Park directly west to the Town of
Algoma. The route change to Nevada Avenue would provide one cohesive route. Mr. Michelson
continued to explain that the SE corner of Nevada Avenue and Jackson Street is owned by the City of
Oshkosh. He asked if there was a way to soften that corner so it will be easier for all forms of traffic to
cross the intersection.
Mr. Bellcorelli asked if there were houses on Nevada Avenue.
Mr. Michelson said that yes there were houses on Nevada Avenue that would need to have additional
considerations.
Mr. Bellcorelli asked if the intent was to connect Congress Avenue to Nevada Avenue providing a safer
intersection.
Mr. Michelson said that is a personal goal of his that he would like to see expanded upon. He felt that
both New York Avenue and Nevada Avenue should be bike routes because of their proximity to schools,
churches and parks.
Mr. Krumenauer asked how many east-west routes are necessary in that particular area. With New York
Avenue, Bent Avenue and Linwood Avenue, is it necessary to possibly add Murdock Avenue as an
additional route? He also brought up the importance of transportation based routes. Nevada/Congress
Avenue route would provide a cleaner route across town, but would have less signaled intersections
that provide a safer means to cross intersections.
Mr. Michelson said that with the possible addition of Murdock Avenue to the system, it may not be
necessary to include New York Avenue as a route.
Mr. Bellcorelli said that the Murdock Avenue, Wisconsin Street, Jackson Street area is an important hub
for all traffic modes and should be taken into special consideration prior to any facility improvement or
route designation.
Mr. Michelson said that the biggest issue with Murdock Avenue is the section between Harrison Street
and Bowen Street. The road is too narrow and with the tracks congested enough to make any routes
difficult. To create the bike facility, you would have to have bike lanes in two sections with the sharrow
option between. Those options would make the route difficult to use for new riders and would not
provide that continuous route.
Mr. Krumenauer explained that a portion of Algoma Boulevard would also have to be designated with
facilities so Murdock Avenue would not be constructed as a dead end route.
Mr. Bellcorelli asked if the pedestrian flags at Algoma Boulevard and Bent Street could be adapted to
Jackson Street and Bent Avenue or Nevada Avenue and Jackson Street.
Mr. Krumenauer said the option was viable, but with traffic volume on Jackson Street, pedestrians
would still have a difficult time crossing at any intersection that does not have a signal. He continued by
stating that our existing route takes into account the location of traffic signals and he stressed that the
safest place to cross any intersection is when you have a signal designating safe times.
Ms. Redlin said that the purpose of the Circulation Plan is to develop a coordinated system of routes
that convey both recreational users and commuter based users in a smooth and fluid fashion. With the
addition or deletion of any route, has those considerations been made prior to adoptions. Nevada
Avenue is a good example of a straight route that easily connects different points of the city, but does
not have as high of value to connections along the route. She continued by stating is it in the Plan’s best
interest to add a route when a different route may have more connections.
Mr. Michelson asked if we should label Arboretum Drive and River Mill Road as sections of the
WIOUWASH trail or if they should be labeled once signed.
Mr. Krumenauer brought up the section of the river in front of Century Investments and talked about
how the trail could be continued along the river here. He continued by explaining how the owners are
willing to look into the option but would need further discussion prior to consideration. Mr. Krumenauer
agreed with that assessment. There is no action needed by the committee as the route is already
designated on our Circulation Plan.
Mr. Krumenauer brought up the crossing island as an option for the intersection. The road is 52 feet
wide and could accommodate the island while still maintaining 4, 12 foot, drive lanes and one 4 foot
island for safety. Larger beacons could be placed in the intersection to increase the safety of the
crossing.
Ms. Panske said that Sawyer Street now having bike lanes will increase the traffic in the area and with
this intersection improved will vastly increase safety and usability of our trail system and the
WIOUWASH Trail.
Mr. Bellcorelli asked if there were any considerations possible for Summit Avenue to be turned into a
cul-de-sac with a pedestrian path continuing to Oshkosh Avenue. He explained that the crossing is
difficult enough for pedestrians, but with the addition of auto traffic also trying to navigate the
intersection makes the route too unsafe to cross regularly.
Mr. Krumenauer said that our plan has made reference to closing off intersections as options to increase
pedestrian safety. There are no current conversations within the city to do any such change, but the
option is possible.
Mr. Krumenauer brought up Oshkosh Avenue and the Lakeshore Golf Course area. He suggested that
additional bike lane accommodations be made for Oshkosh Avenue and possibly a new trail route in the
park area. Currently the park is not improved and would need a larger 12’ trail, possibly lights, and
buffer materials to protect the pedestrians that may be on the trail.
Mr. Michelson said that we will have to work with the Parks Board and residents to facilitate the new
pathway.
The committee was in support of this area and would like to see additional routes on Oshkosh Avenue
area.
Mr. Michelson would also like to look into the Fillmore Avenue, Josslyn Street and Bauman Avenue
route as a potential recreational route that would connect the northwest corner of the Fox River to the
existing Riverwalk sections. An additional recreational path section that should be considered is the
remaining pieces of Bay Shore Drive, Lake Street and Ceape Avenue. He reminded the committee that
the plan should address all forms of transportation.
Mr. Krumenauer recommended that Ceape Avenue be re-designated as a sharrow option. The road right
of way is not supportive as a bike lane and should be changed to a sharrow option. The plan says that if
the preferred method is not able to be installed, than the next best option is used and so on down the
line. This is an example where the plan should be as complete as possible and the bike lanes should be
eliminated because of infeasibility.
Mr. Bellcorelli suggested that additional considerations be made for the South Park Avenue-20th Avenue
intersection and the 20th Avenue – Koeller Street intersection. He was wondering if additional measures
could be taken to improve the intersections for all modes of traffic. He said that it can be very difficult
for anybody to cross the intersections on foot because of the volume of traffic.
Ms. Redlin stated that the Town of Oshkosh has requested that no parking signs be installed on Marine
Drive near Ecklund Motorsports. She said that the County will be placing signs on the road but in the
future additional parking could be provided to help with the trail use.
STAFF STATEMENTS
Mr. Krumenauer said that he will be compiling the recommendations made by the committee and
providing additional information for the items. At the next meeting the committee will vote to approve
the recommendations.
FUTURE ITEMS
Approval of pedestrian route changes to the City of Oshkosh, Wisconsin Pedestrian and Bicycle
Circulation Plan.

NEW BUSINESS
1. Committee Recommendations on Circulation Plan Route Adjustments
Mr. Krumenauer led the discussion by explaining the process that was followed bringing us to this point.
He explained the importance of regular plan recommendation discussions and updates. The process
helps to keep a plan relevant to its surroundings and allows the document to become fluid and
adjustable to our changing environment. Mr. Krumenauer continued by explaining the purpose of the
attached documents and the specific portions included.
Mr. Michelson started the discussion by requesting that item 1 and item 11 be discussed in conjunction.
He continued by stating the direct relationship between the two items and how additional discussion
will likely take place between the two.
The Committee felt this was appropriate.
Item 2: Arboretum Trail/River Mill Drive
Mr. Krumenauer gave a description of the intended discussion and how the WIOUWASH Trail
designation starts at River Mill Drive. He stated that the addition of River Mill and Arboretum Drives as a
section of WIOUWASH Trail will help designate a complete routes system. The trail has signage at
Summit Avenue and New York Avenue as well as at River Mill Drive, but does not clearly state that the
route crosses Congress Avenue. With the continuing goal to provide clear concise routes, additional
designation and signage will help to fix the problem.
Mr. Michelson felt that the roads were already designated within the WIOUWASH system. He stated
how he was part of the trail planning process and believes that the section was designated as a road
portion of the route.
Mr. Krumenauer said that Winnebago County signage states that the route is part of the WIOUWASH
trail, but state maps do not continue that designation and that there is no clear signage that helps to
identify the gap.
Mr. Bellcorelli agreed that one cohesive route would help identify the trail. He also asked if it would help
the intersection improvement study.
Mr. Krumenauer said yes it would help with funding and development options.
Item 4: Oshkosh Avenue
Mr. Krumenauer explained the route concepts and the missing section of Oshkosh Avenue would help to
connect the south end of the Tribal Heritage trail to the rest of our designated routes. He explained that
Oshkosh Avenue will likely be replaced soon and additional designations will help the construction
process.
Mr. Michelson asked if we should also include the section of N. Koeller Street from Oshkosh Avenue to
Rath Lane.
Mr. Krumenauer said that yes that section will be included as it provides the connections necessary for
Item 5.
Item 5: Mary Jewel Park/Golf Course Trail
Mr. Krumenauer explained the location of a trail that would connect Graham Avenue to Rath Lane and
provide a second trail option around the golf course and park area. He continued by describing the
scope of construction and some concepts of what the trail could look like and include.
Item 7: Ceape Avenue
Mr. Krumenauer reminded everybody that it is important to not only have an accurate plan, but to have
a plan that is also feasible. Ceape Avenue between Commerce Street and State Street is designated as
bike lanes, but the actual built environment cannot handle the designation.
Mr. Bellcorelli asked if that was in front of the Best Western Hotel.
Mr. Krumenauer responded with yes.
Mr. Michelson asked if the route would still be on the plan and asked if we were only changing the
designation.
Mr. Krumenauer said yes, we would be placing a new designation of sharrow/sign in place of a bike lane
designation.
Item 8: Bay Shore Drive/Lake Street/Ceape Avenue
Mr. Michelson opened the item and asked for some discussion on this item because of the recreational
side of bike facilities and that this is a route that passes nice parts of town and would make another
connection from Menominee Park area to the Downtown.
Mr. Krumenauer explained the analysis of the roadways and that they designated for construction. He
went on to explain the differences between recreational paths and transportation based routes.
Because of the recreational use of the route, a lesser designation would be appropriate.
Mr. Michelson agreed with the assessment that a sharrow or signed route should be designated.
Item 9: Fillmore Avenue/Josslyn Street/Bauman Street
Mr. Krumenauer explained the road conditions, route options and made the recommendation that this
could be designated as a sharrow or signage route. A recreational trail designation is appropriate.
Item 11 and Item 1: Murdock Avenue/Nevada Avenue and Congress Avenue
Mr. Krumenauer explained the history and physical attributes of the areas and said that all roadways
were capable of handling a bike facility designation. He went on to explain that the discussion boils
down to two related questions, should Murdock Avenue be designated or should Nevada Avenue and
Congress Avenue be designated. Mr. Krumenauer went on to explain the difficulty of designating routes
in this area because of the routes currently designated on Linwood Avenue, Smith Avenue and New York
Avenue. The addition of more routes in the area can complicate matters and create an over abundance
of routes that are not being used to their fullest.
Mr. Michelson said that it is important to look at this area because of the additional construction on
Murdock Avenue and a thorough detailed analysis of the sections is necessary to make a proper
decision. He continued by explaining the rational for the current routes in relation to the railroad tracks.
Mr. Michelson continued by discussing how narrow Murdock Avenue is between Bowen and Main
Street and the concerns that automobiles and bikers may have in the winter when the road is narrowed
because of snow or leaves.
Ms. Panske said that there is also a lane shift at Main Street that also complicates Murdock Avenue.
Mr. Michelson continued explaining his concerns about the roads and recommended that we figure out
how much, if any of Murdock Avenue should be designated and then address the importance of the
New York Avenue and Nevada Avenue/Congress Avenue Route. He continued by explaining that if at a
minimum the fence at SE corner of Nevada Avenue and Jackson Street shifts east and additional cross
walks are installed to improve the crossing.
Mr. Bellcorelli agreed that no crosswalks match in the area.
Mr. Michelson said that at a minimum, the sidewalk crossings on Jackson Street should be improved in
order to improve pedestrian safety.
Mr. Bellcorelli said that with the low vehicle numbers on Nevada Avenue, the road itself can handle the
bike facility. The issue still comes back to the Nevada/Congress/Jackson intersection
Mr. Rennert said that if the crosswalks could get improved, the safety would drastically improve.
Mr. Krumenauer reminded the group that the increase in routes may decrease the volume per route
and lessen the perceived or actual need for the designated routes. He continued by stating the
importance of building momentum in these processes and that installing or designating routes in an
area for routes sake isn’t the proper approach.
Mr. Rennert asked Mr. Michelson if he was thinking of designating one route on Murdock Avenue and
not on Nevada Avenue or the opposite.
Mr. Michelson said that we owe people a safe route on Murdock Avenue in front of Piggly Wiggly and
crossing the railroad tracks and we also owe them a safe crossing at Jackson Street. The area west of
Jackson Street on Murdock Avenue should also stay four-lanes.
Mr. Krumenauer said that the road diet option and the bike lanes were an idea brought up by the
Transportation Department and was not initiated through this Committee or Planning Services.
Mr. Rennert asked if bike lanes were going in whether we made a recommendation or not?
Mr. Krumenauer stated that no the routes would only be considered if Bike/Ped also made a favorable
recommendation.
Mr. Rennert felt that the bike lanes should be on a busy road because they are transportation based
systems that are used to connect A to B. A recreational biker will find a route that they prefer, but we
should install routes for the transportation needs and also provide a means for the recreational user to
also use Murdock Avenue.
Mr. Bellcorelli felt that the Jackson Street crossings are a larger issue than bike routes; it is a pedestrian
issue and the safety of the area. He made the recommendation that we look at Jackson Street and
Nevada Avenue/Congress Avenue as an intersection improvement.
Mr. Krumenauer continued by explaining section 2 of discussion item 1 and expanded upon how each
section has different pedestrian concerns that will need to stay on our radar as future construction and
growth occurs.
Mr. Bellcorelli made a motion to approve Section 1 of Discussion item 1 as stated on August 21, 2014;
with the removal of item 1 and item 11 for separate consideration.
Mr. Michelson seconded the motion.
Motion carried unanimously (carried 4-0).
Ms. Panske made a motion to designate the Nevada Avenue/Congress Avenue and Jackson Street
intersections with an intersection improvement designation with special consideration towards
pedestrian crossings.
Mr. Rennert seconded the motion.
Motion carried unanimously (carried 4-0).
Ms. Panske said that the Murdock Avenue area is a difficult area to designate but was encouraged by
the increased discussion and felt that this is the appropriate time for us to add our recommendations
because of the timeline.
Mr. Michelson said that he is not in support of Item 11 and felt that a bike route designation should not
be included at this time. He continued that the real problem, though not this committee’s responsibility,
is the question of a road diet or not. The bike route addition makes the design process easier, but should
not be taken into account rashly.
Mr. Bellcorelli agreed that the bike route designation is important on Murdock Avenue because of the
transportation route system, and felt that area is a hub for commerce that should have all the facilities
necessary.
Mr. Bellcorelli made a motion to recommend approval for a bike facility designation for Item 11 with the
addition of Algoma Boulevard from W. Murdock Avenue to Arboretum Drive.
Mr. Rennert seconded the motion.
Motion carried (carried 3-1).
STAFF STATEMENTS
Mr. Krumenauer said that he will take the recommendations and be updating the Circulation Plan maps
and lists to reflect the changes. He will also be providing the group with updates on their specific

SIDEWALK AND TRAIL IMPROVEMENTS FOR OSHKOSH
The following are sidewalk or trail areas that could use improvements.Some of these areas may or may not be
known to the departments within the city.Most are relatively small projects and because of that may not be
getting done because they are low on the priority list.
#1 Menominee Park Trail near the tennis courts. The section of trail that crosses Pratt Trail on west side of the
street. The trail is too steep for wheelchairs,powered carts, rickshaws etc.
See photo’s #105 and #107. Photo #110 shows the nice trail slope on other side of the street on Pratt Trail.
#2 The sidewalk to the west of the Leach Amphitheater and the eastern edge of Riverside Park near the river.
There is no sidewalk flare. Dangerous for wheelchairs, scooters or bikes (deep water). Needs a sidewalk flare
and a guard rail next to the river in the area where people make the turn.
See photo #99 and #101. Photo #97 shows the nice sidewalk flare at the west side of Riverside Park near the
river.
#3 The sidewalk just to the west of the Convention Center entrance on Ceape Ave. needs a curb cut.
Because there is no curb cut, bikers may choose to use the sidewalk ramp directly in front of the Convention
Center entrance doors on Ceape Ave. The ramp is a very tight area because of the large support pillar and how
close the doors are to the ramp. This could be dangerous for pedestrians or bikers.
It is hard for bikers after crossing the Main St.Bridge and heading north on the sidewalk (trying to get onto
Ceape Ave.)to use the ramp at the crosswalk on Main St. and Ceape Ave. There is a lot of traffic at times and
you have to look back over your shoulder to see if it is clear to enter the street. A curb cut would allow bikers to
enter Ceape Ave. in a safer area.

#4 In front of the Best Western Hotel on Ceape St. This area needs a sidewalk.Pedestrians or bikers are
forced onto Ceape Ave. when on the south side of the street. This is also a very important area to have a
sidewalk because it gives bikes and pedestrians going east or west on the Riverwalk an alternative route.
Sometimes bikers and pedestrians want to avoid busy Riverwalk area in front of the Ground Round.

#5 The tree stump in the sidewalk on Jackson St. near the Jackson St. Riverwalk crosswalk (north side of river
near Becket’s).The tree stump should be removed and replaced with sidewalk.

#6 The Riverwalk street entrance on Marion Rd. The partial curb cut needs to be lowered to the street level so
it can be used. It also needs to have a few feet of sidewalk added between the street and the main sidewalk.

#7 The Wisconsin Street bridge sidewalk accesses from the Riverwalk.There are two areas on the south side
and two areas on the north side of the Wisconsin Street Bridge sidewalks that need sidewalk flares. It is hard for
a bike, wheelchair or scooter to make the sharp turns to get onto the Wisconsin Street sidewalk when coming
from the Riverwalk. It is could be especially dangerous on the south side where there are light poles in the turn
area.

#8 The Oshkosh Ave. bridge sidewalk entrance to Abe Rochlin Park.The sidewalk needs a curb cut on the
sidewalk leading from Oshkosh Ave. to the Abe Rochlin Park parking lot.Without a curb cut Bikes, wheelchairs
and scooters must either stay on the Oshkosh Ave. sidewalk or stay on the Abe Rochlin narrow sidewalk next to
the parking lot all the way to Sawyer Street to gain access to Abe Rochlin Park or the parking lot.
