ADVISORY PARK BOARD
OCTOBER 10, 2016

CALL TO ORDER
Chairman Wohler called the meeting to order at 6:00 P.M.

A quorum was determined to be present.
APPROVAL OF MINUTES
Mr. Gogolewski stated the minutes of August 8, 2016 (6paragraph on page two) should be amended to

reflect that MR. MAURER stated the Oshkosh Police Department has not completed or furnished their

CITIZEN STATEMENTS & PARK BUSINESS
2) Discuss and recommend establishment of athletic facilities rental fees
Mr. Maurer gave a brief background of the proposal noting that t
organizations and groups in the past about the proposed fees. He the City
does not charge rental fees for athletic facilities. He stated
employed with and is the only one that does not have rental fees
similar to park shelter usage fees. Due to individuals (smaller groups) breaking away from the large
organizations, it has now put the City into getting 20+/- groups accommodated. He noted that the School
District (ORD) would be exempt from facility fees. He stated by instituting an

Mr. Gogolewski inquired as to who does the scheduling at present

Mr. Herman inquired if the monies generated from the facility re
account similar to the boat launch monies. He feels it is important to he
fields and that a percentage or all of the money derived from th
facilities. Mr. Maurer stated that the monies, at the present t
general fund because that is where the money is being allocated from for the field work. A separate field
maintenance account would be up to the City Council, City Manager and City Finance Director to
determine and set up.

2)Discuss and recommend 2017 Lakeshore Municipal Golf Course fees
Mr. Gardiner gave a brief overview of the proposed 2017 fees noting that the fees have not been raised for
10+/-years. He also explained the new proposed passes, i.e. unlimiteHe
Mr. Herman inquired as to the foot golf.
Mr. Gardiner stated those fees would remain the same and no pric
expenses involved for the foot golf have been absorbed in 2016 a
years. There have been approximately 300 rounds played to date and the foot
regular golf play.
Motion by Herman to recommend 2017 Lakeshore Municipal Golf Cour

3)Discuss and recommend establishment on non-resident season pass fees for Pollock Community
Water Park
program keeps track of the resident/non-resident status when staff enters it properly at the time of
registration.
Mr. Michelson stated he is in favor of a non-resident fee. While he would like to see the non-resident fee a
little higher, this is a good start.
Motion by Michelson to recommend establishment on non-resident season pass fees for Pollock
Community Water Park; Seconded by Gogolewski. Motion carried 8-0.
PARK
Mr. Maurer stated staff has been and continues to work on the upcoming budget and
Council on Monday. The Little Oshkosh restoration project has $100,000 in the CI
working with the Oshkosh Rotary and other groups to raise monies
The profit from the recent Rib Fest has not been determined to date, so staff is unsure of what monies will
be donated to the City from that event. The Sea, Sand and Sailo
Healthy Neighborhoods with $125,000 being City allocated from the Healthy Neighborhood program. The
playground itself will be moved from Hazel Street closer to the sand volleyball courts and will have the
rubberized surface and new equipment installed. Staff continues
to the design of the playground. Mr. Gogolewski inquired as to the age of that equipmen

While athletic field work is done for the season, the mowing continues and is unstopp
memorial benches were installed recently, crews are winterizing
and park shelters and restrooms will be closing as the end of thr rentals is October 16.

Mr. Gogolewski inquired as to the status of the shoreland restor
stated that Mr. Sturm, Landscape Operations Manager/City Foreste
restoration group, Michelle Bogden Muetzel, who has indicated there is a group scheduled to
cutting in November.
Ms. McCollian stated that it has been a busy fall noting that la
Café, etc. were closed for the season. The 14 annual Zooloween Boo event is being held on October 15-16,

2016 and it looks like she has it completely sponsored which mea
event will be covered before the event starts. She has a lot of new vendors/organizations that will be
setting up trick or treat stations as well as new sponsors for i-kind donations. Saturday, October 16 is

the first annual Monster Bash being held by the Zoological Socienee Park
Zoo.
Mr. Gardiner stated that crews will be taking out #17 bunker on the right side. It
irrigation blown out this week. Also scheduled for the very neareens (noting
that smaller holes will be made). Staff is busy with mowing and
beers has commenced today which is a great marketing tool. Reve-wise the numbers will be tight, and
it is hoped that there will be a good finish for the season by way of sales. He noted that season
already started selling for next season. The course typically s
