RE: Professional Services Agreement for Construction Management Services for Oshkosh
Convention Center Renovations, The Boldt Company ($26,000.00)
Last fall assessments were conducted of the Oshkosh Convention Center to create a 15 -year capital
replacement program to ensure the facility continues to be operationally functional and remains
competitive with convention /meeting facilities throughout the State. The assessments were conducted
in a wide variety of areas including HVAC, roofing, kitchen equipment, AN systems and components,
interior design, electrical systems, emergency generator, moveable walls and more. The assessments
identified recommendations for approximately $1.5M in necessary capital improvements over a 15 -year
schedule. Working with Facilities Maintenance staff and representatives from the Convention Center
Operator (Oshkosh Investors, LLC), it was determined that the initial capital improvement priorities
should be to replace /update the Convention Center's carpet and paint /wallcoverings, and to update the
facility's electrical and AN systems.
To help coordinate the bids for these initial priority improvements we requested a proposal from The
Boldt Company for professional services to coordinate the bid specification and construction
management /administration elements of these projects. Boldt was chosen to perform these services
because of their expertise in these services and their availability to provide the resources necessary to
coordinate these projects as soon as possible. The proposed fee for their services is not to exceed
$26,000.00. Until such time that the line of credit agreement for the 15 -year capital improvements
program is finalized with the Oshkosh Area Community Foundation (OACF), funds for Boldt's
services will be charged to A /N #: 503 - 1040 - 6401 -07415 and then reimbursed via the existing OACF
Maintenance Fund that was established for Convention Center improvements /updates.
Section 12 -16 of the Municipal Code provides that subject to approval of the City Manager, the City
may enter into professional service agreements without following a competitive bidding or quotation
process. I have reviewed this agreement and, in accordance with Section 12 -16 of the Municipal Code, I
am hereby submitting a report regarding this professional services agreement.
