Oshkosh
TO: Honorable Mayor and Members of the Common Council
FROM: Allen Davis, Community Development Director
DATE: November 3, 2016
SUBJECT: Professional Service Agreement with AECOM for Environmental
Consulting for Buckstaff Property; 1118 South Main Street ($61,500.00)
Background
In anticipation of the completion of the Buckstaff demolition in the next few months,
Community Development staff requested a proposal for environmental services to
finish the environmental assessment and prepare a Remedial Action Plan. This is
required in order for the City to continue the work to clean -up the site. This work is
required for potential redevelopment of the site.
Analysis
The proposed fees are based on an hourly contract, not to exceed $61,500. Specific
elements of the services to be performed for the project are:
• Phase 1 Environmental Site Assessment
• Phase 2 Environmental Site Assessment and testing as necessary
• Remedial Action Plan
This work must be completed for compliance with the $150,000 grant WEDC awarded
the City earlier this year. In addition, the City will take ownership of the property
when the buildings have been razed, so the City needs to define the scope of the
remediation required so that any redevelopment plans for the site address the
remediation needs.
Fiscal Impact
The cost of these professional services will be paid out of the funds the City had set
aside for the Buckstaff project earlier this year.
