SUBJECT: Professional Service Agreement with AECOM for Environmental
Consulting for Southwest Industrial Park Railroad Spur ($35,760.00)
Background
Community Development Department staff has been working closely with Wisconsin &
Southern Railroad, their parent company Watco, and the Wisconsin Department of
Transportation to develop a transload facility in the Southwest Industrial Park. The
final phase of the necessary design and agreements must be completed prior to grant
award. The environmental documentation will aid in the final design and document
and memorialize the site conditions.
Analysis
The proposed fees are based on an hourly contract, not to exceed $35,760. Specific
elements of the services to be performed for the project are:
• Phase 1 Environmental Site Assessment
• Phase 2 Environmental Site Assessment
• Drilling and Laboratory work for the site
The drilling, environmental sampling and testing is necessary for final design of the rail
spurs, access roads, and other site improvements. The Environmental Site Assessment
and testing and analysis is to document site conditions prior to leasing the transload site
to Watco's Terminal and Port Services division. This will protect the City's interests
regarding the operation of the transload site.
Fiscal Impact
The cost of these professional services will be paid out of the Capital Improvement Plan
project for the railroad transload site.
