HomeMy WebLinkAbout12. 16-517 OCTOBER 25, 2016 NOVEMBER 9, 2016 16-504 16-517 ORDINANCE FIRST READING SECOND READING (CARRIED 7-0 LOST_______ LAID OVER_______ WITHDRAWN_______) PURPOSE: MODIFY PARKING REGULATIONS ON EAGLE STREET INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A- 11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNATED STREETS AND ALLEYS. The Common Council of the City of Oshkosh do ordain as follows: SECTION 1. That Section 27A-11 of the Oshkosh Municipal Code pertaining to parking regulations on designated streets and alleys is hereby amended as follows: 27A-11 Parking Regulations on Designated Streets and Alleys: Remove Therefrom: Eagle Street No parking, east side, from Southland Avenue to Rush Avenue 8 a.m. to 4 p.m. on school days. Add Thereto: Eagle Street No parking, east side, from Southland Avenue to 222 feet south of Porter Avenue and from Porter Avenue to Rush Avenue 8 a.m. to 4 p.m. on school days. 1 hour parking, east side, from Porter Avenue to 222 feet south from 8 a.m. to 4 p.m. on school days. SECTION 2. This ordinance shall be in full force and effect from and after its passage, publication and placement of the appropriate signage. Please take notice that the City of Oshkosh enacted ordinance #16-517 (A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING REGULATIONS ON DESIGNAED STREETS AND ALLEYS) on November 9, 2016. The ordinance modifies parking regulations on Eagle Street. TO: Honorable Mayor and Members of the Common Council FROM: Jim Collins, Director of Transportation DATE: October 19, 2016 RE: Modified Parking Restrictions on Eagle Street BACKGROUND: This ordinance modifies parking restrictions on Eagle Street. It adds a section of 1 hour parking from 8 a.m. to 4 p.m. on school days by the main entrance of West High School. This request comes from Oshkosh West School Administration and the Oshkosh Police Department. The Traffic Review Advisory Board recommends approval (5 -0). ANALYSIS: The administration at Oshkosh West High School has been considering options to reconfigure the existing visitor entrances at the school to move visitor traffic out of instructional areas and onto a shorter, more supervised route. The redirection of visitor traffic is part of a series of recommendations made following an overall school safety study last school year. The specific changes they are undertaking involve moving the visitor entrance identified as "Door 1" from the southwest corner of the building back to the original location on Eagle Street currently identified as "Door 38 ". By moving the visitor entrance back to the original location, they would reorient the physical address to the actual school entrance. In addition, this entrance is much larger and existing surveillance cameras allow for greater monitoring of visitor traffic. Finally, this solution decreases the path of travel for visitors by nearly 100 feet, avoids instructional areas, and allows for visual monitoring of visitors as they head to the office. As part of this reconfiguration, they are requesting 1 hour parking on the east side of Eagle Street to allow short term parking for visitors to the school office as well as pick -ups and drop -offs for things such as dental appointments. The school's external visitor count is approximately 4 -5 vehicles at a time. This area would allow for approximately 8 parking spaces when the crosswalks and setbacks are factored in. They are requesting one hour parking because parents of students with disabilities have meetings that typically last 50 minutes therefore; they think 1 hour parking would best meet the visitors' needs. FISCAL IMPACT: The fiscal impact of this ordinance is the cost of signage. The signage cost would come out of the Sign Department operational budget. RECOMMENDATION: Section 27A -11 of the Municipal Code pertains to parking regulations on designated streets and alleys. I recommend that the Common Council approve this ordinance.
