PURPOSE: APPROVE AMENDMENT NO. 1 TO PROFESSIONAL SERVICES
AGREEMENT WITH AECOM TECHNICAL SERVICES, INC. FOR
DESIGN SERVICES FOR SOUTH PARK BASIN RETROFIT
(+$53,350.00)
INITIATED BY: DEPARTMENT OF PUBLIC WORKS
WHEREAS, the City and AECOM previously entered into a professional services
agreement in which AECOM would provide the City with services related to the South Park
Area Basin Retrofit; and
WHEREAS, additional engineering services have been requested including
additional sediment testing fees; revisions to the storm sewer layout; structural analysis of
an added ADA-accessible concrete overlook structure; preparation of new street restoration
plan and profile sheets; revisions to the East Lagoon grading plan; revisions to the storm
sewer plan and profile drawings; additional modeling services; preparation of profile
drawings, details, specifications, and bid tabulations for reconfiguration of the water main;
development of concept-level electrical plans, details, and cost estimates for the
configuration of electrical work within the park; and preparation of construction documents
and providing permitting and bidding assistance services for the South Park Parking Lot.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16
of the Municipal Code to enter into an amended agreement with AECOM.
BE IT FURTHER RESOLVED that an amendment to the agreement with AECOM is
approved and said City officials are authorized and directed to take those steps necessary
to implement the terms and conditions of the final agreement.
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Amendment to Engineering Services Agreement for Design Services for South Park Area Basin Retrofit /
AECOM Technical Services, Inc. ( AECOM) ($53,350)
BACKGROUND
A professional services agreement for design services for the South Park Area Basin Retrofit with AECOM was approved by
the Common Council on September S, 2015. During the course of this project, additional engineering - related services were
requested by City staff.
ANALYSIS
The additional services requested included additional sediment testing fees; revisions to the storm sewer layout; structural
analysis of an added ADA- accessible concrete overlook structure; preparation of new street restoration plan and profile
sheets; revisions to the East Lagoon grading plan; revisions to the storm sewer plan and profile drawings; additional modeling
services; preparation of profile drawings, details, specifications, and bid tabulations for reconfiguration of the water main;
development of concept -level electrical plans, details, and cost estimates for the configuration of electrical work within the
park; and preparation of construction documents and providing permitting and bidding assistance services for the South Park
Parking Lot.
FISCAL IMPACT
Staff has reviewed the amendment and the costs. The amount of this amendment is $53,350. This will raise the total agreement
amount to $353,250 (not to exceed). Of the total amendment amount, $27,900 will come from the Property Improvements —
Non- Utility Section (Parking Lot Improvements — Other Projects) of the 2016 Capital Improvement Program. The remaining
$25,450 will come from the Storm Water Utility Section of the 2015 Capital Improvement Program from the 91h & Washburn
Area Detention Basin project coming in under budget.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including
engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and, in
accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council approve this amendment.
