FOR ENVIRONMENTAL SERVICES, PERMITTING, PARKING LOT DESIGN, PREPARATION OF SPECIAL CONDITIONS FOR CONSTRUCTION DOCUMENTS, BIDDING ASSISTANCE & CONSTRUCTION MANAGEMENT FOR PROPOSED PARKING LOT IMPROVEMENTS AT EXISTING LOT ADJACENT TO THE SENIORS CENTER SOUTH (+$2,557.50) INITIATED BY: DEPARTMENT OF PUBLIC WORKS WHEREAS, the City and AECOM previously entered into a professional services agreement and amendment in which AECOM would provide services for the parking lot adjacent to the Seniors Center south; and WHEREAS, representatives of the University of Wisconsin-Oshkosh (UWO) have requested assistance with the reconstruction of a section of the Riverwalk directly north across the Fox River from the project site; and WHEREAS, additional engineering services have been requested including preparation of Construction Bulletin No. 2 to obtain the Contractor’s quote for services to perform the work, documentation of reconstruction, and preparation of pay application quantities pertaining to the work on the Riverwalk; and WHEREAS, UWO will reimburse the City for any additional costs incurred due to this reconstruction. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are authorized and directed pursuant to Section 12-16 of the Municipal Code to enter into an amended agreement with AECOM for the purposes herein specified and that the appropriate City officials are authorized and directed to take those steps necessary to implement the terms and conditions of the final agreement. ( AECOM) ($2,577.50) BACKGROUND A professional services agreement with AECOM for environmental, design, bidding assistance, and construction management services for the parking lot adjacent to the Seniors Center south was approved by the Common Council on March 24, 2015. An amendment to this agreement was also approved by the Common Council on April 26, 2016. During the course of this project, representatives of the University of Wisconsin - Oshkosh (UWO) asked if the City would assist in the reconstruction of a section of the Riverwalk directly north across the Fox River from the project site. To assist in performing this work, additional services were requested of AECOM by City staff. ANALYSIS The additional services requested included preparation of the Construction Bulletin to obtain the Contractor's quote for their services to perform this work, documentation of this reconstruction, and preparation of pay application quantities. FISCAL IMPACT Staff has reviewed the amendment and the costs. The amount of this agreement amendment is $2,557.50. This will raise the total agreement amount to $162,637.70 (not to exceed). There will be no fiscal impact to the City for these services, as UWO agreed to reimburse the City for any additional costs incurred due to this reconstruction. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the amendment and in accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council approve this amendment. Approved, Mark A.
