HomeMy WebLinkAboutMinutesCITY OF OSHKOSH LANDMARKS COMMISSION Minutes October 12, 2016 PRESENT: Steve Cummings, Elizabeth Hintz, Vicky Redlin, Paul Arnold, Shirley Brabender Mattox, Harold Buchholz, Austin Frederick, Alexa Naudziunas, Elizabeth Williams EXCUSED: Angela Allen ABSENT: None 1. Call to Order The meeting was called to order at 3:00 p.m. and a quorum was declared present. 2. Approval of September 14, 2016 Meeting Minutes The commission discussed the September meeting minutes and under commissioner present it must be changed to remove Vicky Redlin and moved to absent. Mr. Buchholz made a motion to approve the September meeting minutes as amended and Mr. Cummings seconded the motion. Motion carried unanimously. 3. Historic Signage - Elizabeth Williams Elizabeth Williams, Associate Planner, attended the meeting in order to discuss the current funding available for historic signage. Commissioners agreed that they are willing to help gather information in order to install historic signage. Ms. Williams explained that if the funding is not used before the end of the year, it will no longer be available to the commission. Ms. Williams collected a list of volunteers who would be willing to select locations that would be appropriate for a sign to be installed. The commissioners are expected to complete this research in time for the November meeting. 4. Building Permit Review The commissioners reviewed the list of historic building permits and the idea of inviting a representative from the Home Builders Association was discussed. Ms. Naudziunas agreed to invite them to a meeting when they were available. The commissioners discussed the properties on 1200 Washington Avenue, 1410 Algoma Boulevard and 570 N. Main Street. 5. Bayshore Drive Historic District – discussion Ms. Brabender-Mattox explained that in 2017 the Capital Improvement Program includes Bay Shore Drive as a street reconstruction project. Ms. Naudziunas explained that it is city policy to include sidewalks on any street reconstruction projects. Ms. Naudziunas explained that Common Council would make the final decision of whether or not to install sidewalks on the south side of the street. The south side of Bay Shore Drive does not currently have sidewalks. Ms. Brabender-Mattox has spoken to some concerned residents about the proposed alterations to the street. In addition to the street reconstruction Ms. Brabender-Mattox would like to explore the idea of this area becoming a historic district. Ms. Naudziunas said that she would keep this item on the agenda for the November meeting. 6. Annual Report – Discussion Ms. Naudziunas explained that she has begun working on updating the annual report for the 2016 work year. She would like to know what photos and projects the commission would like to be highlighted in the report. 7. Agenda Items for next meeting/statements Historic Signage – Elizabeth Williams, Riverwalk Historic Signs – Discussion Vicky UWO area , Building Permit Review, Neoclassical Historic District , Jodi Vandermolen – Home Builders Association, Bay Shore Drive Historic District – Discussion , Annual Report - Discussion 8. Commissioner Statements Mr. Arnold mentioned that he has contacted the owners of 310 Waugoo, a William Waters House. The owners are working on a paint job and the original Crary steps are still intact. Mr. Buchholz mentioned the necessity to work on the historic preservation ordinance. 9. Adjournment Mr. Arnold made a motion to adjourn and the motion was seconded by Mr. Cummings.
