Meeting minutes from 8/9/16 were accepted. 1st: Dan Becker 2nd: Daniel Sceiszinski A request for 1 hour parking on the east side on N. Eagle St. from Porter Ave. to 222' south from 8 am to 4 pm school days. Jim Collins Officer Maas Jim Collins told that this request was from Officer Maas and West High School administration. Officer Maas, OPD liaison at West High School, gave Board members a map showing the layout of the school with the existing entrance and the proposed entrance marked. He told the motivation for the change was safety. He explained the proposed entrance reduces travel by 100' and passes less classrooms. He said there will be a staff person by the door with a clear line of sight to the office, and the school store/bank which are the main destinations of the majority of visitors. He also said it was confusing to visitors because the street address of the school is 375 N. Eagle Street but there was no public entrance on that street. 1st: Dan Becker 2nd: Steve Haas Carried: 5 – 0 Committee Name: Traffic Review Advisory Board Date: 10/11/16 Location: City Hall 2 A request for a midblock crosswalk on Pearl Ave. between the UW- Oshkosh Kolf Athletic Complex and the Environmental Research & innovation Center. Jim Collins Kevin Schumann Jim Collins said UW-Oshkosh is planning to construct a sidewalk from Pearl Avenue to the Environmental Research and Innovation Center. He explained the university would like a crosswalk between the Kolf Complex and the sidewalk to the Environmental Research and Innovation Center. Kevin Schumann explained the proposed crosswalk and added sidewalk would provide a safe way for students to cross. He told that currently approximately 12 to 15 students change classes here, some of which walk down Pearl Ave. He assured the Board the university was covering the cost of the installation of the sidewalk and curb cuts. Jim Collins said a standard crosswalk with signage would be installed, with no lighted traffic control. 1st: Dan Becker 2nd: Ross Wandschneider Carried: 5 - 0 Jackson / New York Avenue Intersection Jim Collins Jim Collins told there were 14 crashes in 2015 at the Jackson / New York intersection. Nine of these crashes involved vehicles turning left, 5 of which involved opposing inner lane left turns. He said he talked to the WISDOT about dedicating a left turn lane. He explained the DOT had concerns about capacity. Jim said the intersections of Knapp / 9th and Ohio Jackson/ 6th are examples of streets dropping lanes for dedicated left turn lanes. Questions were raised as to the direction of travel, time of day crashes occurred and how the number of crashes in 2015 compared to previous years. Committee Name: Traffic Review Advisory Board Date: 10/11/16 Location: City Hall 3 Jackson Street school crossing Jim Collins Jim Collins said overhead school crossing signs with a flashing warning light will be installed on Jacks on Street both north and south of New York Avenue. The bases for these signs have been installed. Historic Jackson Drive Neighborhood Association core team meeting Jim Collins Dan Becker Ross Wandschneider Jim Collins Jim Collins said he shared information about how speed limits are set with the neighborhood association and this information was also included in the Board packets. He explained that when speed limits are set at the 85th percentile of the actual speed driven , enforcement is achievable. He said when speed limits are set too low, there is increased speed differential which then increases the number of crashes. Dan Becker said he spoke with an officer from another county that told him he doesn't ticket unless the speed is 16 mph or more over the speed limit. Ross Wandschneider expressed concerns that current speed limits would be raised applying this 85% rule. Jim Collins assured him that existing speed limits would not be changed based solely on this 85% guideline. He explained there are other contributing factors that are considered along with the 85% guideline when setting speed limits initially. He also explained the three E’s: Engineering, Education, and Enforcement. Jim said enforcement is an important piece to enforce policies that are set. Committee Name: Traffic Review Advisory Board Date: 10/11/16 Location: City Hall 4 Future Agenda Items Jim Collins Ross Wandschneider Dan Scieszinski Ross Wandschneider Ross Wandschneider said there is a long span of Jackson Street from Hobbs Avenue to New York Avenue without a marked crosswalk. He said there used to be a crosswalk without a curb cut at Nevada Avenue. Dan Scieszinski asked for an update on corridors into the city. Ross Wandschneider passed out copies of an article about lane widths he received from a lady on Jackson Street that he wanted to share with the Board.
