The following items will be considered: 1.Call to Order 2.Approval of September 22nd 2016 Meeting Minutes Discussion Only Items 3.Committee Member Engagement Session –Discussion on tasks and responsibilities 4.Museum Landscape Project-Presentation and Discussion 5.Future Agenda Items 6.Adjournment PUBLIC ARTS AND BEAUTIFICATION COMMITTEE Minutes September 22, 2016 PRESENT:Steve Cummings; Kit Pollaski; Leif Larson; Koby Schellenger; Shirley Brabender- Maddox; Beth Wyman; Kris Larson;Hannah Kuplack; Caroline Panske Lynn Lorenson; Brad Larson; Bill Sturm STAFF:Alexa Naudziunas, Assistant Planner 1.Call to Order Ms. Naudziunas called the meeting to order at 3 p.m. 2.Approval of August 2nd 2016 Meeting Minutes Mr. Larson made a motion to approve the August 2nd meeting minutes and Ms. Panske second the motion. Motion carried unanimously. 3.Committee Member Training –Rules and Responsibilities –Lynn Lorenson City Attorney, Lynn Lorenson, passed out a boards and committees training guide for all new members. The committee reviewed the content of the guide with Ms. Lorenson and asked questions as needed. 4.Roundabout Maintenance Report –Bill Sturm Bill Sturm, Parks Department, handed out the Roundabout and Traffic Island Landscape Maintenance Plan to each committee member. The handout included each roundabout location and a maintenance timeline for each task. Bill Sturm explained the handout and made it clear that it is dangerous to work in the roundabouts because of all the surrounding traffic movement. While there had been some discussion on the potential of a volunteer group working on cleaning up or planting the space on the roundabouts, it was made clear that this is not an option because of safety concerns. Bill Sturm stated a tight budget effects the extent of their projects and certain kinds of donations would be accepted.Bill Sturm explained that there is a limited budget for mulch, one semi-truck of shredded bark is estimated at $1400. 5.Gateways –Discussion regarding maintenance, plantings and appearances of gateways. Bill Sturm was able to address questions the committee had regarding gateways in his report on roundabout maintenance. 6.Operation Lake Fly –Review Ms. Naudziunas presented the new Operation Lake Fly posters that were created for the project. She provide copies of the poster to any of the committee members interested in displaying them. The committee expressed an interest in staying informed on the progress of this projects. Ms. Naudziunas explained that they are currently accepting artist designs and will be reviewing them in the winter. 7.Downtown YMCA –Possible art project –discussion Ms. Naudziunas explained at the first meeting in August, Leif Larson suggested pursuing the idea of an art project in conjunction with the Downtown YMCA reconstruction. Ms. Naudziunas explained that she would try to reach out to her contacts at the YMCA and report back if there was any response. 8.Future Agenda Items Bard Larson requested discussion of projects happening at the museum.Leif Larson mentioned that he done some research on other cities and their arts programs. Ms. Naudziunas said that she would copy the information and distribute it to the committee members through email. 9.Adjournment Mr.Cummings made a motion to adjourn and Ms. Pollaski seconded the motion. Motion carried unanimously at 4:46 p.m. Respectfully submitted, Alexa Naudziunas Assistant Planner PUBLIC ARTS AND BEAUTIFICATION COMMITTEE STAFF REPORTING October 27, 2016 3.Committee Member Engagement Session –Discussion on tasks and responsibilities Ms. Naudziunas is requesting that each committee member review the sheet that is attached in your packets titled “Public Arts and Beautification Committee Member Engagement”. Please come prepared to the meeting with ideas on how you would like to discuss your answers. I will provide paper copies of this sheet or you can print your own and fill it out prior to the meeting. The goal of this session is to assign tasks to committee members who are willing to work on projects outside of the scheduled monthly meetings. If you have any interest in a project that is not listed please write it at the bottom of the sheet. 4.Museum Landscape Project-Presentation and Discussion Oshkosh Public Museum Director, Brad Larson, has requested time during our meeting to present on the current projects that the museum is working on. Public Arts and Beautification Committee Member Engagement Committee Member Name:__________________ What about our Public Arts and Beautification Committee motivated you to join? What specific assets do you bring to the table as a committee member? What do you want to accomplish as a committee member this year? Please indicate if you would be able/willing to help with any of the following tasks below. This will require devoting time outside of scheduled monthly meetings. These tasks will be worked on in between scheduled monthly meetings and will be reported on at the monthly meetings when necessary. Committee members can schedule individual meetings with me or other appropriate city staff to help accomplish their tasks. Website Development: -Research existing municipal websites -Compile proposed content to be added to our City of Oshkosh committee website. -Present content to committee for feedback and approval. -Work with Alexa to implement website additions. Promotional Video Development: –Gather feedback from Committee to determine purpose and goal of video. -Work directly with our Media Services Department to create a video. -Report on progress to the committee. Public Arts and Beautification Committee Member Engagement Branding –Logo Creation: -Research other similar municipal logos. -Gather feedback from the committee to create a committee logo. -Determine how the logo will be created (locate volunteer artist or fundraise to pay for logo development). -Report to the committee as logo is developed. Public Art Catalog and Map Development: –Meet with the Director of the Library/Museum to research locations and history of public art in Oshkosh. -Compile comprehensive list of Public Art. -Present research to the committee -Working directly with our IT Department to create a map of public art. Public Art Promotion Plan: -Identify what tools we can use to promote existing public art in the city. -Gather feedback from the committee to create plan. -Present plan to the committee. -Work with city staff and partners to implement plan. Creating a fundraising plan: -Identifying potential donors or grants. -Identify purpose of fundraising. -Compile list of resources. -Report findings to committee. Any Other Project Ideas?
