Accept July 13, 2016 meeting minutes. 1st: Mary Murken 2nd: Chanda Anderson Accept Financial Reports Mary Murken Accept June & July 2016 Financial Reports 1st: Chanda Anderson 2nd: Lori Palmeri Library Parking Lot Jim Collins Jim Collins said the management of the library is requesting the library parking lot be treated the same as the city hall parking lot. They request that this lot be removed from the lots overseen by the Parking Utility. Jim explained the library is planning to convert the interior spaces of this lot to free unrestricted parking and the exterior of the lot would be for employee parking. Jim told the Parking Utility would lose $5,760 in annual permit sales under this proposal. Parking Utility Commission Date: 9/14/16 Location: City Hall 2 Location: City Hall 2 Topic Facilitator Discussion Actions Library Parking Lot Continued Jeff Gilderson- Duwe Jeff Gilderson-Duwe, director of the Oshkosh Public Library, said part of the strategic plan for the library is for it to become a downtown anchor destination. The library encourages citizens to use the library for extended periods of time, attending programming held there, using it as an office away from home, etc. He says limited time parking discourages extended visits. Chanda Anderson said there might be some employees from surrounding businesses that will park in this lot. Jeff Gilderson- Duwe replied library staff would talk to offenders. Jay Ratchman said that without signage the police cannot enforce. Jim Collins added it would be signed no parking 2 a.m. – 5 a.m. Mr. Gilderson-Duwe stated there are currently 20 to 40 open parking spaces in the parking lot. He explained that the parking spaces are 8” narrower than the standard, so when the lot is repainted with standard width parking spaces some of these will be lost. He assured the PUC the library staff was prepared to handle violators. Mary Murken clarified that the Parking Utility would not be responsible for the maintenance of this lot. Jim Collins confirmed the Parking Utility would not be responsible for maintenance, it would be treated as the city hall lot. Jeff Gilderson-Duwe went on to explain that staff sometimes forget their permit, will display the permit in the wrong direction or in the wrong window and then receive a parking ticket. This lowers the morale of the library staff. Vicky Vandenberg, assistant director of the Oshkosh Public Library, said if the Parking Utility Commission approves this item today, police enforcement of this lot would stop and we hope to have it painted next month. 1st: Chanda Anderson 2nd: Jay Ratchman Carried: 3 – 0 Chanda Anderson - Abstain Parking Utility Commission Date: 9/14/16 Location: City Hall 3 Location: City Hall 3 Topic Facilitator Discussion Actions Discussion of Walker Parking Consultants 9/13/16 presentation to City Council Jim Collins Jim Collins explained the Parking Utility is only paying on old debt; cost for Riverside Phase I and II have not been added. He told that the city will meet with BID representatives to discuss the options. The big question for the BID is that of paid parking versus status quo free parking on Main Street. He also said in order to have the free parking on Main Street, the BID would need to contribute. Jim said the capital cost to implement pay for parking on Main Street would be about $400,000 and the expected return is about $49,000 annually.
