HomeMy WebLinkAbout06. 16-467SEPTEMBER 27, 2016 16-467 RESOLUTION (CARRIED___7-0___ LOST________LAID OVER________WITHDRAWN________) PURPOSE: APPROVE OPTION TO PURCHASE VACANT LOT 600 BLOCK OF JEFFERSON STREET; CHET WESENBERG REDEVELOPMENT AUTHORITY RECOMMENDATION: Approved WHEREAS, the Redevelopment Authority put out a request for proposals for the vacant lot in the 600 Block of Jefferson Street within the Near East Neighborhood Association; and WHEREAS, a proposal by Chet Wesenberg was the only proposal received. BE IT RESOLVED by the Common Council of the City of Oshkosh that the option to purchase submitted by Chet Wesenberg or its Assigns, for the vacant lot in the 600 Block of Jefferson Street is hereby accepted and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same. BE IT FURTHER RESOLVED that the terms of said option to purchase agreement shall include, but not be limited to: 1)Formal submittal of a proposal by October 31, 2018. 2)Approval of the final development plan by the Redevelopment Authority and Common Council. 3)Provide lending financing commitment. 4) Obtain project approval under Planned Development Overlay provisions. 5) Submittal of a scaled site plan detailing building elevations. 6) The option fee shall be One Dollar and NO/100 ($1.00). Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Allen Davis, Community Development Director DATE: September 22, 2016 RE: Approve Option to Purchase Vacant Lot 600 Block Jefferson Street; Chet Wesenberg Architect, LLC Background Mr. Wesenberg's team submitted the only proposal for the RDA owned land in the 600 Block of Jefferson Street. Mr. Wesenberg attended the RDA's July meeting to explain the project timeline, financing and plans for the structures. The RDA approved the Option to purchase at the September 21, 2016 meeting. Analysis Mr. Wesenberg is requesting an option until October 31, 2018. The timeline is based on the funding the developer is pursuing. In addition, the site plan, building design and city approvals are all conditions included in the option, all to be obtained by October 31, 2018. Fiscal Impact The proposal's total development cost would be about $2.1 million, of which $1.6 million is in construction costs. Recommendation Council approves the Option to Purchase for 600 Block of Jefferson Street.
