RE: Professional Services Agreement for Physical Security Access Control Software System -
CableCom LLC ($34,482.75)
BACKGROUND
The city currently utilizes the Andover Continuum Cyberstation software suite to manage its physical
security access at City Hall, Water Filtration, Field Operations Center and the Public Safety Building.
The Continuum software is proprietary and nearing end -of -life. With the security enhancements of the
remodel in the Transit facility, staff investigated the feasibility of integrating Transit's new physical
door security into this system. Staff concluded it was not practical to install another facility onto the
Continuum software, given the software has been problematic from a support stance and has
experienced ongoing reliability issues. Instead, staff investigated alternate software system solutions
that could incorporate much of the existing security infrastructure of all five facilities and concluded
that the Avigilon software system would best meet the current and future needs for physical security
access control. The Avigilon system will utilize all of the existing wiring & card readers and we will
only need to replace the site controllers and the server side software. This new system supports open
field hardware, which provides much more flexibility in the future. The software is an evergreen
technology product, meaning we will receive all future updates and upgrades at no charge, ensuring
we stay on the most current & up -to -date product. Unlike the Continuum system that requires a
dedicated computer at each facility to communicate with the server, the Avigilon solution is web -
based, so the designated managers of each facility can log on to the security system from anywhere to
manage or report on their facility.
ANALYSIS
Computer software applications fall under the consideration of professional services in Section 12 -16 of
the Oshkosh Municipal Code, and as such, are exempt from the formal competitive bidding process. It
was staff consensus that the Avigilon software system was the best replacement solution for the
physical security access control for our facilities listed above. Working with IT and Transportation
staff, Purchasing secured a proposal from CableCom LLC to provide the Avigilon Software System for
a not -to- exceed cost of $34,482.75 plus shipping.

FISCAL IMPACT
The cost of this service is $34,482.75. To fund this purchase, contingency funds will be charged the
following: City Hall (A /N #: 323 - 0130 - 6550 - 00000- $5,935.49), Water Filtration (A /N #: 541- 1867 -6550-
08671- $5,954.02), Field Operations Center (A/N #: 323 - 0450 - 6550 - 00000- $6,615.20), Police Department
(A /N #: 323 - 0211 - 6550 - 00000- $9,971.38), Transit Facility (A /N #: 511 - 1728- 6550 - 00000- $6,006.66). The
system and related components are expected to be installed in the coming month.
RECOMMENDATION
Section 12 -16 of the Municipal Code provides that subject to approval of the City Manager, the City
may enter into professional service agreements without following a competitive bidding or quotation
process. In accordance with Section 12 -16 of the Municipal Code and because this agreement is in
excess of $25,000, 1 am hereby submitting a report of this purchase to the Common Council. If you
