A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27A-
11 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO PARKING
REGULATIONS ON DESIGNATED STREETS AND ALLEYS.
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Section 27A -11 of the Oshkosh Municipal Code pertaining to
parking regulations on designated streets and alleys is hereby amended as follows:
27A -11 Parking Regulations on Designated Streets and Alleys:
Add Thereto: Union Avenue
15 minute parking, north and east sides, from
Algoma Boulevard to Algoma Boulevard
Add Thereto: Osborn Avenue
No parking, south side, from Georgia Street to
706 feet west of Georgia Street during city
council approved South Park special events.
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.

September 13, 2016. The ordinance modifies parking regulations on Union
Avenue and Osborn Avenue.

RE: Ordinance modifying parking restrictions on Osborn and Union Avenues
BACKGROUND
This ordinance creates a parking restriction on the south side of Osborn Avenue from Georgia Avenue. to 706 feet
west on the south side during council approved special events and modifies the restriction for Union Avenue from
no parking to 15 minute parking.
The Traffic Review Advisory Board recommends approval — Osborn (3 -2) and Union (5 -0).
ANALYSIS
For the past several years residents near South Park have had concerns about parking during special events. Most
of these are events that go through the special event permit process. Oshkosh Police typically install temporary no
parking signs during these events. Osborn Avenue is 30 feet wide so restricting parking to one side meets the city's
guidelines to allow 2 way traffic to flow. The benefit to only restricting parking during special events would be
that residents could utilize on street parking when special event congestion is not present. The TRAB decided that
restricting parking on the south side of the street made the most sense based on citizen input and fire hydrants
being located on that side.
This segment of Union Avenue is currently designated as no parking. Lincoln Hall (formerly Lincoln School) is
currently being used as a child care center by UWO. This area is being used as a drop off spot by parents. OPD
has been working with UWO on this situation. The parking lot at Lincoln Hall is scheduled to be reconstructed in
2017 however; in the meanwhile they requested this portion of Union Avenue be designated as 15 minute parking.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of signage. The cost of the signs would come out of the Sign
Department operations budget.
RECOMMENDATION
Section 27A -11 of the Municipal Code regulates parking on city streets. I recommend that the Common Council
approve this ordinance.
