( AECOM) ($50,138) BACKGROUND A professional services agreement with AECOM for environmental support services during the 2016 calendar year was approved by the Common Council on November 24, 2015. During the course of construction related to the 2016 Capital Improvement Program (CIP), it became apparent additional services were required. ANALYSIS During construction, the Contractors encountered more contaminated materials than were anticipated from the screening conducted prior to construction on two construction projects. This additional material required additional time for sampling, testing, and monitoring of the contaminated material removal. The two projects that experienced this additional material were Contract 16 -02: North Main Street Reconstruction and Contract 16- 04: Bay Shore Drive, Bowen Street, Ceape Avenue, Mill Street, and Otter Avenue Reconstruction. On Contract 16 -02: North Main Street, additional materials encountered included old rail ties, foundry sand, and ballast, including slag. On Contract 16 -04, additional petroleum plumes, additional amounts of "urban fill ", foundry sand, and heavy petroleum material were encountered. FISCAL IMPACT Staff has reviewed the amendment and costs. The amount of this amendment is $50,138. This will raise the total agreement amount to $170,138 and will be charged to the Storm Water, Water, or Sanitary Sewer Utilities or the Street Paving CIP depending on the location of the contamination. Funding is available in all four accounts. RECOMMENDATIONS Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature, including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed this amendment and in accordance with Section 12 -16 of the Code, I am hereby recommending the Common Council approve this amendment. Approved: 'Mark( A.
