PURPOSE: APPROVE ENGINEERING SERVICES AGREEMENT WITH
AECOM TECHNICAL SERVICES, INC. FOR CONSTRUCTION
MONITORING AND DOCUMENTATION SERVICES FOR
MARION ROAD WATER TOWER REPLCEMENT ($75,590.00)

BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized to enter into and take those steps necessary to
implement an agreement with AECOM Technical Services, Inc., for construction monitoring
and documentation services associated with the construction of the new Marion Road
Water Tower, in the amount of Seventy- Five - Thousand - Five - Hundred - Ninety Dollars and
00/100 ($75,590.00).
BE IT FURTHER RESOLVED that money for this purpose is hereby appropriated
from:

RE: Approve Engineering Services Agreement for Construction Monitoring and Documentation Services
for Marion Road Water Tower Replacement / AECOM Technical Services, Inc. ( AECOM) ($75,590)
BACKGROUND
The Department of Public Works requested a proposal from AECOM to provide geotechnical and environmental
construction monitoring and documentation services associated with the construction of the new Marion Road
Water Tower. These services will include, but are not limited to: collaborating with CH2M HILL on review of
foundation design shop drawings and the Contractor's existing tower demolition plan; managing documentation
associated with loading, hauling, and disposing of impacted soil; reviewing and providing feedback on the
Contractor's provisions for impacted groundwater management; providing construction inspection services,
participating in monthly progress meetings, and maintaining record of field activities during the excavation,
foundation construction, and existing tower demolition phases; and providing select field and laboratory testing
services.
ANALYSIS
AECOM was chosen for this work due to their experience in performing these types of services for the City.
FISCAL IMPACT
The proposed cost is not to exceed $75,590. The construction bid was previously awarded to CB &I, Inc. in the
amount of $3,624,000. The Marion Road Water Tower project was budgeted for $4,000,000 in the Property
Improvements (Water Utility) section of the 2015 Capital Improvements Program (CIP). An additional $750,000 is
being requested in the Property Improvements (Water Utility) section of the 2017 CIP. The funding appropriated
in the 2017 CIP will not be expended until after the funding has been approved. Additionally, approximately
$190,000 of the overall project costs will be reimbursed to the City by the cellular telecommunications companies
for costs associated with accommodating their facilities on the City site.
RECOMMENDATIONS
Chapter 12 of the Municipal Code of the City of Oshkosh provides that professional services of a specialized nature,
including engineering services, may be procured without the use of formal, sealed quotes. I have reviewed the
proposal and in accordance with Section 12 -16 of the Code, I am hereby recommending that the Common Council
approve this agreement.
