PURPOSE: APPROVE LAND DISPOSITION OF FORMER RAILROAD
CORRIDOR PROPERTY; SOUTHEAST CORNER OF 19TH AVENUE
AND MICHIGAN STREET ($8,824.06)
INITIATED BY: CITY ADMINISTRATION
WHEREAS, the City desires to dispose of various corridors of the former
Wisconsin Central Railroad main line between W. 17th Ave. and W. 20th Ave.; and
WHEREAS, Carol and Robert Salvinski offered to purchase the property at 19th
Avenue and Michigan Street in the amount of $8,824.06.
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the above offer for property at 19th Avenue and Michigan Street is hereby
approved and the proper City officials are hereby authorized and directed to execute any
and all documents necessary to transfer said property to Carol and Robert Salvinski.

RE: Approve Land Disposition of Former Railroad Corridor Property; Southeast
Corner of 19th Avenue and Michigan Street
BACKGROUND
In the mid 1990s the City negotiated with Wisconsin Central Railroad to acquire the corridor
of the now former Wisconsin Central Railroad main line between W. 17th Avenue and W.
20th Avenue. Over the years, the City has sold various pieces of the former railroad corridor
to interested parties for construction of new homes or to adjacent property owners. Mr. and
Mrs. Robert Salvinski contacted staff about the availability of the lot at the corner of 19th and
Michigan for construction of a new single family home.
ANALYSIS
In reviewing various land sales information on the railroad corridor properties, it does not
appear that a set sale price was established for these lots. The sale price for this lot, however,
is based on the special assessment that would have been assessed for the concrete paving,
sidewalk, water, sanitary and storm sewer laterals installed in 2013.
The lot in question previously contained a structure that was used by the Railroad. After the
City's acquisition, the structure was removed by City staff. During the demolition, it became
apparent there was, and still is, contamination on the site.
The property is being sold as is. The Salvinski's are currently performing their due diligence
and working with the Wisconsin DNR to address the environmental issues associated with
this lot.
FISCAL IMPACT
The City would recoup $8,824.06 for the deferred assessments. Sale of the lot would put the
property on the tax roll. The Salvinski's have not indicated what they anticipate their
construction cost would be for a new home, but based on assessed values of homes in this
immediate area, it could total about $100,000.
RECOMMENDATION
Staff recommends the property be sold to Mr. and Mrs. Salvinski for $8,824.06.
