HomeMy WebLinkAbout09. 16-446SEPTEMBER 13, 2016 16 -446 RESOLUTION (CARRIED 7 -0 LOST LAID OVER WITHDRAWN ) PURPOSE: AUTHORIZE SUBMITTAL OF DEPARTMENT OF NATURAL RESOURCES URBAN FORESTRY GRANT APPLICATION INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT WHEREAS, the applicant, City of Oshkosh, is interested in obtaining a cost -share grant from Wisconsin Department of Natural Resources for the purpose of funding urban and community forestry projects or urban forestry catastrophic from projects specified in s. 23.097(1g) and (1r), Wis. Stats.; and WHEREAS, the applicant attests to the validity and veracity of the statements and representations contained in the grant application; and WHEREAS, the applicant requests a grant agreement to carry out the project. WHEREAS, if a grant is awarded, the City of Oshkosh has set aside funds in the 2017 Great Neighborhoods Capital Improvement Program as its match to install terrace trees. NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper City officials are hereby authorized to submit an application to the Wisconsin Department of Natural Resources for Urban Forestry. BE IT FURTHER RESOLVED that the applicant, City of Oshkosh, will comply with all local, state, and federal rules, regulations and ordinances relating to this project and the cost -share agreement. BE IT FURTHER RESOLVED, the applicant will budget a sum sufficient to fully and satisfactorily complete the project and hereby authorizes and empowers City of Oshkosh, Community Development Director, to act on its behalf to: SEPTEMBER 13, 2016 16 -446 RESOLUTION CONT'D 1) Sign and submit the grant application 2) Sign a grant agreement between applicant and the Department of Natural Resources 3) Submit interim and /or final reports to the Department of Natural Resources to satisfy the grant agreement 4) Submit the grant reimbursement request to the Department of Natural Resources 5) Sign and submit other required documentation BE IT FURTHER RESOLVED that if awarded, the City hereby accepts said funds from the Department of Natural Resources and the proper officials are hereby authorized and directed to execute any and all documents necessary for purposes of same, and to carry out all actions necessary to implement the City's obligations under the terms of the grant agreement. I I ^A-� Oshkosh MEMORANDUM TO: Honorable Mayor and Members of the Common Council FROM: Elizabeth Williams Associate Planner DATE: September 6, 2016 RE: Authorize Submittal of Department of Natural Resources Urban Forestry Grant Application for Expansion of Neighborhood Terrace Tree Programming BACKGROUND The City's Community Development and Parks Departments have been working collaboratively over the last five years to increase the urban tree canopy within recognized neighborhood association areas. This targeted effort is above and beyond the annual tree plantings that the Parks Department facilitates throughout the community. ANALYSIS To help offset the City's cost for increasing the urban tree canopy within recognized neighborhood association areas, staff recommends applying for Wisconsin Department of Natural Resources (DNR) funding through the Urban Forestry Grant and other grant sources through Wisconsin DNR. Staff has developed a plan to install terrace trees within multiple recognized neighborhood associations over the next year at a cost of approximately $50,000. The grant application is written for the normal 50% matching grant funds of $25,000. The grant application would include: • Diversification of the terrace tree canopy within recognized neighborhood associations Treatment of ash trees to mitigate the spread of Emerald Ash Borer (EAB) Increase education and outreach regarding the City's Urban Tree Program FISCAL IMPACT The City's funding would come from Great Neighborhoods Program funds allocated in the City's 2017 Capital Improvement Program and staff hours required to implement the grant should it be received.
