1.Call to Order
Mr.Michelson called the meeting to order at 4:03 p.m.
2.Approval of May 19,2016 Meeting Minutes
Ms. Redlin moved to approve April 19,2016 meeting minutes.Mr.Bellcorelli seconded
the motion. Motion carried unanimously.
3.Wisconsin Bike Fed –Meeting Review –Michelle Bachaus
Michelle Bachaus was not able to attend the meeting and the committee did not have
any further discussion on the topic without her present.
4.Sidewalk Requests 20th Avenue and WI HWY 44 –Update
Ms. Naudziunas explained what during the design it was determined that, where
possible, the sidewalk would be:
10’ off the curb to provide adequate snow storage and provide a separation from
traffic.Near 20th Avenue the width between the back of curb and right of way line
reduces to 9’ or less.At these locations the sidewalk was installed at the ROW line.
Maintain a 2’ flat buffer area, adjacent to the private property side of the sidewalk. The
2’ buffer is there to prevent the steep slope for being at the back of walk.If a biker or
pedestrian were to go off the sidewalk they have an area of level ground to catch
themselves.
Allowing a maximum ground slope of 4 to 1.The 4 to 1 slope is generally considered to
be the steepest maintainable slope.
The sidewalk would be installed above the top of curb to allow for positive drainage
away from the sidewalk toward the street.This practice prevents snow melt and runoff
from draining onto the sidewalk, creating ponding and icing conditions during certain
times of the year.
An additional constraint is existing drainage swale, within the right of way along South
Park Ave, provides drainage for the abutting properties between Ripon Ln and Koeller
Street.This swale had to be maintained to serve the properties.With the design
parameters and need to maintain the swale the widest consistent width of sidewalk that
would fit is 6’.
5.Bike Lanes and Real Estate Value –Research Discussion
Mr. Bellcorelli explained that he had previously requested that this item be added to the
agenda, but since there were multiple meeting cancellations this item is not as relevant
at this point in time. Mr. Bellcorelli explained that this may be something to pursue at a
different point in time.
6.Oregon/Jackson Street Bridge Project –Update
The committee discussed the Oregon/Jackson Street Bridge project. Mr. Michelson feels
it is necessary to increase the width of the sidewalk on the bridge if it is determined that
the bridge will be reconstructed. Mr. Michelson requested more information on the
project and hopes to find a way to make a recommendation of the preferred width of the
potential sidewalks on a reconstructed bridge.
7.Summer Farmers Market Table –Discussion
Ms. Naudziunas reviewed the plans for the Saturday morning Oshkosh Farmers Market
to host an educational table with committee volunteers. The committee expressed a
desire to continue their outreach strategy at the market.
8.Purchase Promotional Materials (Banner or Sign)–Discussion
Ms. Naudziunas discussed the idea to invest in a banner in order to use at public events
such as the farmers market or state of the city. The committee was interested in the
quality of the banners. The committee agreed that it would make sense to create a logo
for their committee in order to put on the banner.
9.Agenda Items for the Future Meeting(s)
The committee expressed an interest in learning more about the Jackson/Oregon Street
Bridge and inviting Michelle Bachaus to the next meeting.
10.Adjournment
Mr.Michelson moved to adjourn the meeting and Mr. Bellcorelli seconded the motion.
Motion carried unanimously at 4:54 p.m.
