OSHKOSH COMMITTEE ON AGING (COA) MINUTES
April 5, 2016
PRESENT: Kathryn Glander, Lurton Blassingame, Claude Benedict, Xandy Kloeckl, Peggy
Bellin, Deb Allison-Aasby, Julie Hert, Judy Richey, Randy Phillip

Peggy called the meeting to order at 8:02 a.m.
APPROVAL OF MINUTES:
It was determined that there was no meeting in November therefor there were no minutes to
approve.
NEW BUSINESS
• Discussion regarding the number of people need to meet a quorum-Mark passed out
the page from the Municipal Code Book pertaining to the Committee On Aging, the
number of people the committee should consist of and their duties, purposes and
functions—Julie’s concern was regarding the requirement to be a City resident and
members stay with a committee when they believe in the potential of the group.
Lurton explained the frustration regarding changes that had been requested three
years ago to the municipal code have yet to been changed. Ray explained The COA is
a City Board advising the needs of seniors with in the community. He said he would
check with City Attorney to see if residents outside City boundaries could be
considered. He suggested the County COA attend the meeting. Xandy state per the
code as written, the COA no longer exists. Peggy requested the COA be told what to
do and let the committee follow through. Council Member Allison-Aasby challenged
the committee to think outside the box and address challenges and decide if the
committee wants to be a solution to problems, she expressed how appreciative the
Council is for all those serving on committees and boards. She urged the committee
to stay independent, but hear the County’s input.
• Discussion of establishing a different meeting time
SENIOR FRIENDLY COMMUNITIES:
• April 12 from 1-3 pm at the Winnebago County Administrative Building, 112 Otter
Ave, 4th floor room 408. Chris Kniep, Department Head of UW Extension office, will
speak about Senior Friendly Communities and needs of our aging population in
Winnebago County.
OSC MANAGER REPORT:
• Two vacant positions, being discussed with Human Resources.
• Bake Sale during elections went over well
• Murder Mystery Dinner tickets are for sale, $50 each
• Next Advisory Board meeting on April 26, 3:30-5 pm discussing Center name change
COMMITTEE MEMBER COMMENTS/CONCERNS & REPORTS:
• Claude thanked Judy Richie for Meals on Wheels while his wife was ill.

• Lurton moved to adjourn the meeting. Kathy seconded. Meeting adjourned.
