PURPOSE: MODIFY SPEED LIMITS ON KNAPP STREET ROAD AND
WAUKAU AVENUE
INITIATED BY: TRAFFIC REVIEW ADVISORY BOARD
A GENERAL ORDINANCE OF THE CITY OF OSHKOSH AMENDING SECTION 27 -8
OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO SPEED LIMITS
The Common Council of the City of Oshkosh do ordain as follows:
SECTION 1. That Sections 27 -8 of the Oshkosh Municipal Code pertaining to
speed limits is hereby amended as follows:
27 -8 SPEED LIMITS
(4) Forty (40) miles per hour for all vehicles on the following specified City
streets:
Remove Therefrom:
Knapp Street Road from STH 44 to Waukau Avenue
Waukau Avenue from Poberezny Road to Knapp
Street Road
SECTION 2. This ordinance shall be in full force and effect from and after its
passage, publication and placement of the appropriate signage.
SECTION 3. Publication Notice. Please take notice that the City of Oshkosh
enacted ordinance #16 -XXX A GENERAL ORDINANCE OF THE CITY OF OSHKOSH
AMENDING SECTION 27 -8 OF THE OSHKOSH MUNICIPAL CODE PERTAINING TO
SPEED LIMITS on September 13, 2016. The ordinance changes the speed limit on
Knapp Street Road from STH 44 to Waukau Avenue and on Waukau Avenue from
Poberezny Road to Knapp Street Road to the city default of 25 mph.

RE: Ordinance to modify speed limits on Knapp Street Road and Waukau Avenue
BACKGROUND
This ordinance modifies the speed limits on Knapp Street Road from STH 44 to Waukau Avenue and
Waukau Avenue from Poberezny Road to Knapp Street Road. This ordinance would modify the speed
limit on these roads to the city default of 25 mph. The Traffic Review Advisory Board recommends
approval (5 -0).
ANALYSIS
The current ordinances designate the speed limit as 40 mph in these areas. The ordinance is outdated
as these streets no longer connect and dead end into airport property. Waukau Avenue is under
county jurisdiction for signage and the county agreed with 25 mph and changed the signs. Knapp
Street Road is a dead end street that is primarily used by residents and to access the beer tents during
EAA.
FISCAL IMPACT
The fiscal impact of this ordinance is the cost of signage. The cost of the signs would come out of the
Sign Department operations budget.
RECOMMENDATION
Section 27 -8 of the Municipal Code regulates speed limits. I recommend that the Common Council
approve this ordinance.
