Meeting Minutes Dan Becker Acceptance of July 12, 2016 TRAB meeting minutes. 1st: Dan Becker 2nd: Daniel Sceiszinski A request to close Mill St. between Waugoo Ave. & School Ave. Jim Collins Jim Collins explained this item was brought before the Board last October and since then meetings have been held with two of the three affected property owners (the third property is a rental and the owner was notified multiple times) and the neighborhood associations. He told that now all have expressed support for this concept. There was discussion about who maintains the green space, making property owners aware of possible property tax increase, and bringing the item back to the Board after plans are conceptualized. 1st: Dan Becker 2nd: Ross Wandschneider Carried: 4 – 1 Sceiszinski Committee Name: Traffic Review Advisory Board Date: 8/9/16 Location: City Hall 2 A request to prohibit parking on Osborn Ave, north side, from Georgia St. to Rugby St. during South Park special events. Jim Collins Sgt. Harris Jerry Lenz Daniel Scieszinski Jim Collins said for several years residents near South Park have had concerns about parking in the neighborhood during events. He told Osborn Ave. is 30’ wide, which meets the city’s guideline for parking restriction based on a valid petition. Sgt. Harris stated South Park special events are growing and have greater attendance in recent years. He told the main concern is that two way traffic is maintained in the area. He explained that in past years the Police Department put up temporary no parking signs for special events held at South Park. There was discussion about what defines a special event and it was agreed that a special event was an event that receives a special event permit from the city. There was discussion about which side of the street parking should be restricted on. Jerry Lenz, of 901 Osborn Ave., said he has lived here 45 years and this is the worst year. He told he has had trouble getting out of his driveway during events. He said with cars parked on both sides on Rugby and Osborn an emergency vehicle could not get through. He stated he would like to see no parking on the south side of Osborn including in front of his house because the fire hydrants are located on that side of the street. Daniel Scieszinski moved to amend this item to no parking on Osborn Ave., south side, from 901 Osborn Ave. to Georgia St. during special events at South Park. Amendment 1: Daniel Scieszinski 2: William Christianson Carried: 3 – 2 Becker, Ross Amended Item 1: Dan Becker 2: Daniel Scieszinski Carried: 3 – 2 Becker, Ross Committee Name: Traffic Review Advisory Board Date: 8/9/16 Location: City Hall 3 A request to delete the 40 mile per hour speed limit on Knapp Street Road and Waukau Avenue which would reduce the speed to the city default speed of 25 miles per hour. Jim Collins Jim Collins explained that Knapp Street Road no longer goes through to Waukau Ave. but ends at the border of the airport grounds. He told the ordinance on the books is out of date and needs to be updated. By deleting the current ordinances, the speed limit on Knapp St. Road and Osborn Avenue defaults to 25 mph. Waukau Ave. is under county jurisdiction for signage and they already signed it. 1st: Dan Becker 2nd: Ross Wandschneider Carried: 5 - 0 A request to allow 15 minute parking on Union Ave., east side, from Algoma Blvd. to Algoma Blvd. Jim Collins Jo Ann Rife Jean Kwaterski Jim Collins said this is a request from the Police Department. He said he spoke with the UW-Oshkosh facilities manager and was informed there will be a drop off area in the parking lot when renovated but the renovation has been delayed until 2017. Jo Ann Rife, director of planning and construction for UW- Oshkosh, 650 Witzel Ave., said currently vehicles are parking short term on both sides of Union Ave. and she would like to see parking allowed on both sides. She stated the island will remain, the Lincoln statue will be moved to the Oshkosh museum, but a different sculpture will be installed. She said the landscape in the island is maintained by the Master Gardeners organization. Jean Kwaterski, UW-O vice chancellor and business manager of student affairs, says the child care center has grown and now accepts children from the community so it is important they have this area for vehicles to park for drop off and pick up. Jim Collins Ben Richardson Dan Becker Ben Richardson, director of parking and transportation at UW- Oshkosh, 800 Algoma Blvd., said the parking lot next to Lincoln Hall is parked up. He explained that the exit to the parking lot is right turn only so many parents are looking for an alternative to travel the other direction. Dan Becker moved to amend this item to allow parking on the building side of Union Ave. and to revisit this matter upon completion of the adjacent parking lot renovation. Amended Item 1st: Dan Becker 2nd: Ross Wandschneider Carried: 5 – 0 Staff Statements Jim Collins Jim Collins said he is looking at the New York Avenue and Jackson Street intersection and will report back at the next meeting. Future Agenda Items Ross Wandschneider Daniel Sceiszinski Ross Wandschneider inquired about a school crossing at Nevada & Jackson. Jim Collins reported that isn’t a good place for a crossing due to the offset intersection and he was focusing on ways to improve the crossing at Jackson and New York as that is where the crossing guard is and having 2 crosswalks in such proximity would be difficult. Daniel Sceiszinski inquired about the 9th Ave. road diet. Jim Collins said he is waiting for the recommendations from the consultants working on the central city plan including gateways before this item back is brought back to the Board.
