Rohloff, City Manager DATE: August 4, 2016 RE: Closure of Oshkosh Avenue at Westfield Street At the June 14, 2016 Common Council meeting, Council approved Ordinance No. 16 -298 authorizing the closure of Oshkosh Avenue at North Westfield Street. The City awarded Public Works Contract 16 -05 to PTS Contractors, Inc. (PTS) on March 22, 2016. The project includes extending deeper sanitary sewer, replacing water main, upgrading storm sewer, improving pedestrian crossings, installing new traffic signals, and replacing concrete pavement at the intersection of Westfield Street and Oshkosh Avenue. PTS had requested staff review an option to close Oshkosh Avenue to complete the work in order to ensure worker and public safety. The Contract required that Oshkosh Avenue remain open to traffic. It was determined only one traffic lane, with flaggers restricting traffic movements, can be maintained on Oshkosh Avenue to ensure worker and driver safety during the sanitary sewer and storm sewer work. PTS estimated the traffic would be restricted to one lane for 7 — 10 days. Thereafter, Oshkosh Avenue would have one lane open in each direction, with occasional restrictions, until the intersection work is completed. Under the open - to- traffic conditions, the intersection construction is anticipated to last 4 weeks. PTS proposed to close Oshkosh Avenue for up to 2 weeks to all vehicle traffic. At the conclusion of the two -week period, the intersection will have a minimum of three lanes open at all times. A detour route will be posted using Sawyer Street, Witzel Avenue, and Koeller Street. Advanced warning signs were placed 14 days prior to the closure to warn drivers. This closure will begin on Thursday, August 11, 2016.
