RE: Engineering Services Agreement for 2016 Wastewater Collection System Sewer
Evaluation- Capacity Assurance Plan (SECAP) and Capacity- Management- Operations-
Maintenance (CMOM) Plan Program Services / CH2M HILL Engineers, Inc. (CH2M
HILL) ($74,000)
On October 13, 2011, the City entered into an agreement with the Environmental Protection Agency
(EPA) that required development and submittal of a Sewer Evaluation and Capacity Assurance Plan
(SECAP) and a Capacity Management Operations and Maintenance Plan (CMOM) for the City's
wastewater collection system. The draft plans were prepared by CH2M Hill and submitted to EPA for
review and comment in January of 2012. Upon receipt of the EPA's comments on the draft plans,
revisions were made to these plans and the final versions of these plans were submitted to the EPA in
August of 2013 for further review. Additional comments were received from the EPA and revisions were
made to the plans in response to these comments. These revised plans were submitted to the EPA in
August 2014. In 2015, the collection system model was expanded to include the 8" and 10" diameter
sewers and refined with the latest flow monitoring data. Quarterly reports were prepared for submittal
to EPA and reviews have begun on the Township Sanitary District sewer service agreements.
The CMOM and SECAP plans are designed to be guidance documents to support continuous
improvements in the operation and management of the wastewater collections system through the use of
Best Management Practices. Areas of improvement are identified, evaluated, and prioritized for further
study. Implementation is on an as- needed basis to maintain compliance with the EPA agreement.
CH2M HILL has been providing engineering services for the analysis and development of the CMOM
and SECAP plans in order to comply with the EPA agreement. The work in this agreement includes:
• Continued model verification, calibration, and validation using information collected during the 2015
sanitary sewer flow monitoring program. Review flow monitoring data collected during 2016. This
model is used to support engineering evaluations of the system and capital improvement decisions.
• Prepare CMOM quarterly reports and provide an annual program audit for compliance with the EPA
agreement.

Continue work started in 2015 on the review of the five Township Sanitary District sewer service
agreements for discharge to the City sewer system. The review of these agreements is needed to
identify potential updates necessary for compliance with CMOM requirements.
This agreement is for $74,000. The 2016 Wastewater Utility Operating Budget includes $100,000 for these
activities.
Chapter 12 of the Municipal Code provides that professional services of a specialized nature, including
engineering services, may be approved by the City Manager without the use of formal, sealed quotes. In
accordance with Section 12 -16 of the Code, I am here by submitting this report regarding this engineering
services agreement.
