PURPOSE: APPROVE LEASE AGREEMENT WITH HABITAT FOR
HUMANITY TWINDOMINIUMS; 600 BLOCK OF GROVE STREET
INITIATED BY: COMMUNITY DEVELOPMENT DEPARTMENT
BE IT RESOLVED by the Common Council of the City of Oshkosh that the proper
City officials are hereby authorized and directed to enter into a lease agreement with
Habitat for Humanity, to lease property in the 600 Block of Grove Street for construction
of the twindominium project previously approved by Council, and to execute any and all
documents necessary for purposes of same.

RE: Approve Lease Agreement with Habitat for Humanity Twindominiums;
600 Block Grove Street
BACKGROUND /ANALYSIS
The City acquired the lot on the east side of Grove Street, between Cleveland Avenue and E.
Parkway Avenue, in 2015 from Winnebago County after the property was foreclosed due to
unpaid taxes. Staff was approached by Habitat and the Oshkosh/ Winnebago County
Housing Authority about a collaborative twindominium project for low to moderate income
handicap persons. A parcel was created at the corner of Grove Street and Parkway Avenue
for this project, and in April of 2016, Council approved of the land sale to Habitat, as well as
the planned development for construction of the twindos.
When the City requested title on the parcel, there were several agreements with Time Warner
Cable that encompassed the entire old Mercy Hospital site, which included the parcel along
Grove Street owned by the City. With the merger between Time Warner and Charter, staff
has been attempting to have these agreements released on the lot purchased by the City
along Grove Street. This is necessary to grant clear title to Habitat in the transaction.
Both the Housing Authority and Habitat have grant funds and private funds being used for
construction of the twindos. The grant funds are ready to expire and construction has not yet
started. Staff is recommending entering into a lease agreement with Habitat whereby the
land would be leased to Habitat until the Time Warner Agreement issues are resolved and
the land can be transferred to Habitat. The lease agreement would permit Habitat to start
construction and not further jeopardize funding for this project.
FISCAL IMPACT
None anticipated. Once the twindo is constructed, it will add approximately $250,000 in
assessable value to the city's property tax rolls.
RECOMMENDATION
Staff recommends Council approve entering into a lease Agreement with Habitat for
construction of the twindominium project.
