PURPOSE: AWARD BID TO L & S TRUCK CENTER FOR ½ TON FULL SIZE
CARGO VAN FOR WATER DISTRIBUTION ($28,905.09)
INITIATED BY: PURCHASING DIVISION
WHEREAS, the City of Oshkosh has heretofore advertised for bids for a new half-
ton full size cargo van for Water Distribution; and
WHEREAS, upon the opening and tabulation of bids, it appears that the following is
the most advantageous bid:

Total Bid w/ Trade-In: $28,905.09
NOW, THEREFORE, BE IT RESOLVED by the Common Council of the City of
Oshkosh that the said bid is hereby accepted and the proper City officials are hereby
authorized and directed to enter into an appropriate agreement for the purpose of same, all
according to plans, specifications, and bid on file. Money for this purpose is hereby
appropriated from:

RE: Award Bid to L &S Truck Center for 1/2 Ton Full Size Cargo Van for Water Distribution
Center ($28,905.09)
BACKGROUND
In the 2016 Major Equipment CIP the Common Council approved the allocation of $39,000 for a new 1/2
ton full size cargo van to replace the Water Distribution Center's 2005 GMC Cargo Van. The 2005 unit
has logged over 70,000 miles and is primarily used for water meter repairs and transport. The 2005
unit requires several major repairs and updates that exceed the value of the unit. The new unit will be
more fuel efficient, comply with current emission standards and will come equipped with additional
safety lights to improve operator presence and safety within the field.
ANALYSIS
Working with Water Distribution and Central Garage staff, Purchasing prepared bid specifications for
this unit. Bids were due July 26, 2016. The bid tab is attached. Based on the bid review, it was the
consensus of City staff that the sole bid received from L &S Truck Center was competitive and met all
the minimum bid requirements.
FISCAL IMPACT
With trade -in, the fiscal impact of the bid for this unit is $28,905.09. Staff will be purchasing additional
necessary components for the vehicle totaling approximately $1,000 that will be charged to this project,
bringing the total fiscal impact of this vehicle to around $30,000.00. The 2016 Major Equipment CIP
allocated $39,000 for this unit. This project will be charged to A /N# 541- 1810 - 1788 - 00000.
RECOMMENDATION
Purchasing recommends the Common Council award this bid to L &S Truck Center for $28,905.09.
